AMENDING RESOLUTION 2000 -013 BY ADDING A PROJECT TO THE PRIORITIZED LIST
OF WHATCOM COUNTY PROJECTS FOR THE WASHINGTON COMMUNITY ECONOMIC
REVITALIZATION TEAM (WA -CERT)
WHEREAS, the Washington Community Economic Revitalization Team (WA -CERT)
has established pre - application requirements for proposals under the President's Economic
Adjustment Initiative for timber impacted communities; and
WHEREAS, the pre - application requirements mandate that the county legislative
authority pass a resolution of support and establish numerical priorities for proposals
submitted to WA -CERT for year 2000 funding consideration; and
WHEREAS, on April 6,
1999,
the Whatcom County
Council prioritized the most
recent set of project proposals;
and
WHEREAS, the Whatcom County Council recommended prioritization of all projects
received to date ; and
WHEREAS, the City of Lynden has requested the Downtown Economic
Development Plan be added to the bottom of the prioritized list of WA CERT projects; and
WHEREAS, the Point Roberts wastewater treatment system project has requested

to be added to the bottom of the prioritized list of WA CERT projects; and
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the City
of Lynden Economic Development Plan and the Point Roberts Wastewater Treatment
System Project are included as listed in Exhibit A to this resolution.

The attached Resolution for Council's consideration is an amendment to the WA-
CERT March 21, 2000, Resolution No. 2000 -013. The amendment is based on a
request from the City of Lynden to add their Economic Development Plan to the bottom
rank of the priority list. This project hopes to bring the community together to develop
an economic strategy for the downtown area.
Enclosed please find an agenda for the Council meeting on October 10, 2000, a
draft resolution amending Resolution No. 2000 -013, Attachment A the project list and
the City of Lynderl request and pre - application.

6. Briefly describe your project. When did you start work on it? Who is involved? What is the scope of the
project? This project is the development of an economic development plan for downtown Lynden. /n 1998, the City
was approached by a developer with a proposal to purchase city -owned land in the downtown far the construction of
a grocery store. This proposal began a community -wide debate on the economic future of Lynden's downtown. In
order to bring the community together, the City the Chamber of Commerce, the Downtown Merchants and
community members will work together to develop an development plan and economic strategy for the downtown
area.
7. How does this project satisfy, in whole or in part, your economic diversification strategy? Lynden's Economic
Development Plan recognizes the importance of the downtown area as an important segment of Lynden's economy.
Development of this area to keep the City's center vital and active is an essential part of Lynden's economic
diversification strategy. The communit has learned over the years that reliance on a single economicfacmr does not
support a balanced community. Industrial and service oriented development needs retail support and retail
development requires the support of other economic sectors toflorish. Theformationofadeve lopmentplanand
economic strategy to ensure the health of Lynden's downtown is consistent with the goals of the Comprehensive Plan
and the Economic Development Plan and will build on the relationship of the downtown with other areas of the -

0 Yes, it ranks in our county wide prioritization process
9. Summarize efforts taken to dale regarding the project in terms of specific titles and dates of adoption, where
appropriate.
A. Is this project part of a plan? This project is supported by the goals of Lwtden's Comprehensive Economic
Development Plan adopted 09121198, as well as being consistent with Lynden's Comprehensive Plan under
GMA, adopted 82//95. This project is tire development of a plan for the downtown area.
B. What engineering reports and feasibility studies have been prepared and when? This project is the
creation of a development plan and economic strategy for Lyaden's Downtown.
10. Summarize efforts you have taken to date regarding the project in terms of: (Give specific titles and dates of
adoption where appropriate.
A. Have you secured funds for this project from state or federal programs or foundations? Specify sources,
including local match and dollar amounts. If there are conditions attached to any of these secured sources,
please specify. The matching funds of $8,000 are allocated from the City's current expense funds. Additional
funds and other in -kind donations may be supplied to the project from property owners and merchants. No other
secured funds are in place.
B. Are there other efforts you have made that are unique to this project? Conflict within the community
regarding the development of the City owned property has cemented support from all parties to develop a
comprehensive plan for the downtown. This process has brought the downtown area into focus for the community
as a whole and it is essential that energy be used for a positive outcome.

What is the size of the population that will benefit by these infrastructure improvements?
Lynden's current population is 9,230 and that is expected to increase to 15,000 + by 2020. Jobs created by the
development of this plan will benefit the entire community of Lvnden and Whatcom County.
How will this project improve local infrastructure capacity?
The plan will consider infrastructure improvements necessary to enhance the downtown area as well as provide
improved fire flow, telecommunications, and utilities to assist in the growth of the area.
Will this project help you to solve a health and safety problem or comply with an EPA or DOE order?

How many businesses do you plan on serving with this revolving loan fund or business assistance project?

How will this project benefit a watershed?
The planning for the downtown area will consider stormwater drainage issues and potable water re -use as part of
the capital improvement element of the plan.
Is this project supported by a watershed plan or analysis?
No.
How will this project benefit dislocated timber workers? How many will be hired?
This project will provide new opportunities for employment with the development of business and industry in the
area. Re- employment of dislocated resource workers is essential to Whatcom County and will be one of the greater
benefits of this project. It is unknown how many dislocated timber workers will be hired.
How many months will the work on this project take to complete?
It is anticipated that the project could be completed in nine to twelve months.
Are there other factors significant to this project that we should be aware of, such as emergency declaration,
bird in hand industry, volunteer efforts, etc. The future ofLyrden's downtown has been a significant issue within
the community for the past three years. Pressures to develop commercially along the two state highways within the
City have been increasing steadily with more requests far conditional uses, zoning text amendments and
comprehensive plan changes occurring in these areas. This pressure has become a divisive issue within the
community and the needs of the downtown area should be addressed through this project. Lvnden's Vision Statement
indicates a strong desire for a strong relationship between the local government and the business and property
on tiers and supports the ideal that this type of plan could be a focal point for that relationship. The community
recognizes the downtown as their area and the recent energy focused in this area should be harnessed into the
creation of a plan and strategies to ensure the f cure of this vital "heart' of the Lynden contmuniti.
7. What quantifiable outcomes are von going to track to measure the success of the project? The City will track the
square footage of commercial development and re- investment within the downtown, employment, assessed valuation
and sales rax to measure the success of the project

...The recent economic history of Point Roberts has relied on a favorable Canadian
exchange rah• with the major market of sales to our Canadian neighbors primarily
gasoline, skohol tobacco, dairy products as well as providing a destination for alcohol
consumption and pull tabs gambling. The market has virtually disappeared lccaacc of the
current 1.65 ( anadian exchange to the U.S. dollar. Sports fishing has also all but
disappeared fvcaul e of current fishing restrictions.
The'Fask ciroup's premise is that orderly economic growth and development
cannot Maur „ithvut creating a proper Community infrastructure. Water was the first

A Wastewater Treatment System for Point Roberts is identified as a Ist -tier
priority in the Nm'T? Pt. Roberts Strategic Economic Plan Final Report together with the
feasibility of natural gas. This project will be the 2nd phase of the overall infrastructure
upgrade that M-11m with water service to the Point Roberts Community in 1969.
