(YM Requested Data: Resolution creating the Lake Samish Citizens Advisory Committee RECOMMENDED MOTION (for final action): COUNCIL ACTION TAKEN: 2000-176A 5116/2000: Introduced 5/302000: Amended and approved 6-0, Hoag absent, Res. 62000 -031 Related File Numbers: Ordinance or Resolution Number (this item only): RCb. &* 2-c- M - 03 1 SPONSORED BY: Consent PROPOSED BY: Planning INTRODUCTION DATE: 5/16/2000 RESOLUTION NO. 2000 -031 CREATING A LAKE SAMISH CITIZEN'S COMMITTEE FOR WHATCOM COUNTY WHEREAS, the Concerned Neighbors of Lake Samish submitted a paid application to amend the Official Whatcom County Zoning Ordinance, Title 20, to include the Lake Samish Watershed under Chapter 20.71 - Water Resource Protection Overlay District and as a "Stormwater Special District" and a "Watershed Special Management Area" under Chapter 20.80 - Supplementary Requirements; and WHEREAS, the Planning Commission held a public hearing on the proposed amendments on March 9, 2000 and heard a considerable amount of public testimony; and WHEREAS, the Planning Commission held additional work sessions on March 23, 2000 and May 11, 2000 and recommended approval of the formation of a Lake Samish Citizen's Advisory Committee for the purposes of obtaining additional public input on the proposed amendments; and WHEREAS, the Council wishes to establish the Lake Samish Citizen's Committee as an advisory committee to the Planning Commission by establishing its purpose and scope through adoption of this resolution. NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that a Lake Samish Citizen's Committee is hereby established to assist the Whatcom County Planning Commission and Whatcom County Planning and Development Services Department in reviewing the proposed Water Resource Protection Overlay District for the Lake Samish (Friday Creek) Watershed. BE IT FURTHER RESOLVED that the Lake Samish Citizen's Committee will review specific items of concern which have been compiled from public testimony at Planning Commission public hearings and will consider alternatives to address these issues, as well as any other issues deemed appropriate by the majority of the committee. BE IT FURTHER RESOLVED that the meetings of the committee shall be open and accessible to the public and shall be subject to the Open Public Meetings Act. The committee shall determine its own meeting schedule, but shall meet at least once a month and shall elect a chairperson from among its members who shall preside at its meetings. BE IT FURTHER RESOLVED that the final recommendations of the Lake Samish Citizen's Committee shall be presented to the Planning Commission by December 31, 2000. \ \PDS -1w01-1 \USERS \PDS \SHA ED\2 Planning Division \REZONEReiones 1999\ZON99-00020Samish Committee RES.doc Page 1 BE IT FURTHER RESOLVED that the Council will appoint the committee members and the committee members shall be appointed until December 31, 2000. BE IT FINALLY RESOLVED that the committee membership shall include the following: 1. One large parcel property owner in the R1 OA or R5A zoning district; 2. One small parcel property owner in the RR2 zoning district; 3. One Lake Samish Watershed developer or business owner; 4. One representative from the Concerned Neighbors of Lake Samish; 5. One representative from the Lake Samish Association; 6. One representative from Whatcom County Water District #12; 7. One forester or forestry property owner; 8. One representative from the Department of Natural Resources; and 9. Two members at large.
