WHEREAS, Lake Whatcom and its associated watersheds, is currently the source of drinking water for approximately half the residents in the county; and WHEREAS, the County, City, and District have agreed to work cooperatively to manage and protect the water supply as defined in the 1998 "Interlocal Agreement Between the City of Bellingham, Whatcom County, and Water District 10 Concerning Joint Management of Lake Whatcom'; and WHEREAS, part of cooperative management includes the joint development, adoption, and implementation of an annual work program for the watershed; and WHEREAS, as part of the adopted 1999 Plan, Councils and Commissioners directed staff to prepare a 5 -year program plan in the future; and WHEREAS, the Councils and Commissioners were presented with a draft work program in November 1999, and modifications were made to the program based on subsequent direction from the Councils /Commissioners; and WHEREAS, per adopted Interlocal agreement, all cooperative projects and actions, including annual work programs, will be approved by each jurisdiction and attached to the Interlocal agreement as an appendix, NOW, THEREFORE BE IT RESOLVED BY THE CITY OF BELLINGHAM, WHATCOM COUNTY, AND WATER DISTRICT 10 that the work program set forth in Exhibit A attached hereto be hereby adopted for 2000 -2005 and attached as Appendix B to the 1998 Interlocal Agreement. I BE IT FURTHER RESOLVED that the highest priority will be placed on the following program areas /actions: stormwater management, urbanization /development, watershed ownership, and providing an annual review of monitoring results to ensure that annual updates to the work program reflect the high priority concerns.
