Recommended changes from the Solid Waste Advisory Committee have been implemented into the plan. The initial public comment period has been completed and the CSWMP has been recommended for Council approval by the Department of Ecology. VI' DATE: March 20, 2000 1J RE: Adoption of the Final Draft, Whatcom County Comprehensive Solid Waste Management Plan Phone(360)676 -6692 County (360) 398 -1310 FAX (360) 738 -4561 The review process for the Whatoom County Comprehensive Solid Waste Management Plan has been completed and recommended for approval by the Solid Waste Advisory Committee. As needed, amendments to the plan will be completed as recommended by the Solid Waste Advisory Committee. In addition to a copy of the plan, you will find an attached letter from the Department of Ecology indicating their support for the final draft. We recommend adoption of the final draft, subject to comments received during the public hearing in this matter. This Plan demonstrates a commitment to waste reduction and recycling in the County and is in keeping with Whatcom County's decade of leadership in solid waste reform. We look forward to the successful implementation of the Plan and Whatcom County's continued efforts to contribute to the State's waste reduction and recycling goals. We appreciate the work of everyone involved in the development of this Plan. Sincerely eorge dles Regional Supervisor PDC:mtdm Cc: Penny Lemperes, Whatcom County Solid Waste Division Peter Christiansen, Ecology Carole Washburn, Secretary, WUTC Files Ott SPONSORED BY: Consent PROPOSED BY: Executive WIRODUCTIONDATE: Atni14.2000 RESOLUTION NO. 2000 -020 A RESOLUTION ADOPTING AN UPDATED COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN FOR WHATCOM COUNTY WHEREAS, Whatcom County has prepared a proposed draft Comprehensive Solid Waste Management Plan dated December 1997, as directed by RCW 70.95.110 and regulations; and WHEREAS, the December 1997 draft Plan incorporates significant revisions to the 1989 Plan; and WHEREAS, such draft Plan has been developed by the Whatcom County Department of Public Works in cooperation with the Solid Waste Advisory Committee; and WHEREAS, the draft Plan was submitted to the Department of Ecology for its comment as required by law, and WHEREAS, an Environmental Impact Statement has been prepared on the Plan to comply with the State Environmental Policy Act; and WHEREAS, certain revisions and amendments have been proposed by the Department of Ecology and others to the December 1997 draft Plan; and WHEREAS, the County Council has reviewed the December 1997 draft Plan and certain proposed amendments to that Plan, those amendments originating from several sources, including but not limited to the Department of Ecology, the public, and the Department of Public Works, and which were circulated to the Solid Waste Advisory Committee for review and comment, with the comments having been provided to and reviewed by the Council; NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that it adopts the Comprehensive Solid Waste Plan attached hereto and by this reference incorporated herein. Said Plan as hereby adopted includes the amendments and changes to the December 1997 draft Plan as shown in the attached Exhibit A. As finally approved, the plan is, in the opinion of the Council, fully responsive to the needs of Whatcom County and in compliance with applicable laws and regulations. BE IT FURTHER RESOLVED that the adopted Plan shall be submitted, as required by law, LM to the Department of Ecology for post - adoption review. The Plan shall become effective forty-five (45) days from the date of submittal unless the Department of Ecology requires further amendments or changes. APPROVED this 18 day of A,nr;1 , 2000.
