RECOMMENDED MOTION (for final action): COUNCIL ACTION TAKEN 2002 -422 111262002: Approved 6 -1, Crawford opposed, Res. 42002- 058 Related File Numbers: Ordinance or Resolution Number (this item only): RC�s.i ICDz � 055 Sponsored by: Consent Proposed by: Consent Introduction date: 11/26/02 RESOLUTION NO. 2002 -058 INITIATING AN EMERGENCY COMPREHENSIVE PLAN MAP AMENDMENT FOR THE LAKE WHATCOM WATERSHED WHEREAS, Lake Whatcom is the drinking water source for approximately half the residents of Whatcom County; and WHEREAS, there are approximately 1,000 parcels within the Lake Whatcom Watershed that can be further subdivided to create additional parcels; and WHEREAS, there are a variety of land use - related pollutants that can adversely impact lake water quality; and WHEREAS, there are concerns that future and current development within the Lake Whatcom Watershed will degrade the quality of water that is withdrawn from the lake for drinking water purposes; and WHEREAS, the Whatcom County Council approved Resolution #2002 -25 docketing a zoning map amendment for the Lake Whatcom Watershed Overlay District on June 18, 2002; and WHEREAS, the docketed Lake Whatcom zoning map amendments require concurrent review of associated Comprehensive Plan map amendments; and WHEREAS, the Growth Management Act (RCW 36.70A.130) requires that the County Council consider amendments to the Whatcom County Comprehensive Plan no more frequently than once per year (with certain exceptions); and WHEREAS, the provisions of WCC 20.10.070 indicate that emergency Comprehensive Plan amendments are to be initiated for review by resolution approved by a two - thirds majority vote of the County Council; and WHEREAS, the County Council finds the emergency Comprehensive Plan map amendment, in association with the docketed zoning map amendments for the Lake Whatcom Watershed, to be necessary for the protection of public health, safety and welfare. NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby initiates for formal review a Comprehensive Plan map amendment for the Lake Whatcom Watershed as shown on Exhibit A.
