SUMMARYSTATEMENT:
Due to unanticipated cost overruns for both County and City of
Bellingham work, additional funding authorization is needed to
complete project payments, which will total approximately $3,623,000,
compared with $3,101,200 originally authorized by Resolution 2000-
030.

A RESOLUTION AUTHORIZING ADDITIONAL COUNTY ROAD FUNDS FOR
COUNTY ROAD PROJECT NO. 992224,
YEW STREET ROAD RECONSTRUCTION
WHEREAS, for the reconstruction of Yew Street Road, Whatcom County Resolution 2000 -30
authorized a total project expenditure of $3,101,200, including $2,104,500 in County road work, $584,200 in
City of Bellingham sewer work, and $412,000 in preliminary engineering, right -of -way acquisition, and
construction engineering and administration costs, and
WHEREAS, additional unanticipated costs were incurred for additional right -of -way, pond
construction, additional traffic control, extra rock excavation, utility conflicts and phasing of construction over
a two -year period.
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby authorizes the
additional expenditure of funds, increasing the total project expenditures limit to $3,623,000.

SUBJECT: Yew Street Road Reconstruction Project— CRP 992224
Request for Additional Authorization of Funds
Backg mind:
The subject project was awarded by Resolution 2000 -030, on May 30, 2000. The award included
$2,104,500 in County road work, $584,200 in City of Bellingham sewer work, and $412,000 in
preliminary engineering, right -of -way acquisition, and construction engineering and administration
costs, for a total of $351015200.
Due to unanticipated cost ovemms for both County and City work, additional funding authorization
is needed to complete project payments, which will total approximately $3,623,000 ( +16.8%). A
breakdown is included on the next page. Cost overruns were due to additional right -of -way and
construction for a detention pond, additional traffic control, extra rock excavation and utility
conflicts encountered during construction, coupled with phasing the work in stages over a two -year
construction period.
