RECOMMENDED MOTION (%r final action): COUNCIL ACTION TAKEN 2002-226A 6/1812002: Approved 6 -1, CraMofd opposed, Res. #2002 -025 Related File Numbers: Ordinance or Resolution Number (this item only): R2002 -25 Sponsored by: Consent Proposed by: McShane Introduction date:June 18. 2002 RESOLUTION NO. 2002 -025 INITIATING THE DOCKETING OF A ZONING MAP AMENDMENT WITHIN THE LAKE WHATCOM WATERSHED WATER RESOURCE OVERLAY DISTRICT. WHEREAS, the provisions of WCC 20.90.030(3) provide for the initiation of zoning text amendments by approval of a resolution by the Whatcom County Council; and WHEREAS, there are concerns that future and current development within the Lake Whatcom Watershed will degrade the quality of water that is withdrawn from the lake for drinking water purposes; and WHEREAS, Whatcom County Code 20.71 establishes the Lake Whatcom Watershed as a Water Resource Protection Overlay District ; and WHEREAS, Lake Whatcom is the drinking water source for approximately half the residents of Whatcom County; and WHEREAS, the potential development under current zoning may lead to irreversible harm to Lake Whatcom and the drinking water source of half of Whatcom County's residents; and WHEREAS, the creation of over 3,000 new building lots poses a serious risk to Lake Whatcom because of the creation of additional storm water and impacts to the hydrology of the lake; and WHEREAS, the Whatcom County Council seeks the opportunity to review existing zoning densities within the zoning district; NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council pursuant to WCC 20.90.030(3) hereby initiates on the current year annual docket a zoning map amendment to Title 20 WCC as specified in Exhibit A, "Lake Whatcom Watershed Proposed Zoning with Current Designations" attached hereto.
