RESOLUTION NO. 2002 -021
A RESOLUTION TO DISTRIBUTE AT LEAST HALF OF THE FULL
PAYMENT AMOUNT UNDER PL 106 -393 AUTHORIZED BY HR 2389 TO
TITLE II PROJECTS.
WHEREAS, PL 106 -393 requires counties to choose a full payment
option of the average of the three highest 25- percent payments made from
fiscal year 1986 to fiscal year 1999 or 25- percent of the amount each
county's federal land manager takes in via revenues, fees, etc; and
WHEREAS, the 25- percent of the amount Whatcom County would
receive from the federal land manager has been and will continue to be
significantly less than the three highest 25- percent payments; and
WHEREAS, Whatcom County chose the full payment amount; and
WHEREAS, counties electing to take the full payment amount may
allocate 15 -20 percent of their funding for investments in Title II or Title III
projects; and
WHEREAS, counties receiving more than $100,000 must indicate what
percentage of funds will be invested in Title II or Title III projects and how
the project investments will be divided between Title II and Title III projects;
and
WHEREAS, Title II projects are projects that will take place on United
States Forest Service land and are to approved by a Resource Advisory
Committee (RAC); and
WHEREAS, The RAC that Whatcom County is a member of with Skagit
County has been meeting and reviewing Title II projects funded by Skagit
County's participation,
WHEREAS, the Skagit County and Whatcom County RAC has led to a
cooperative relationship between Shagit County, Whatcom County and the
United States Forest Service; and
WHEREAS, Whatcom County desires to further this cooperative effort
between Whatcom County, Skagit County and the United States Forest
Service;
NOW, THEREFORE, BE IT RESOLVED the Whatcom County
Council will invest at least half of the 20- percent of the funds received in Title
II projects for the coming fiscal year.
