Based on our review of the seven bids received, we recommend award of this contract to the low bidder, IMCO General Construction, Inc. of Bellingham, Washington, in the amount of $2,259,495.38, that being the amount of their bid including all taxes. The project is funded under Items 2 and 3 of the approved 2002 Annual Road Construction Program. Sufficient funds exist to complete the project, which is funded with both federal and local funds. The low bid included some mathematically unbalanced bid items; however, after reviewing these with our legal counsel and with the bidder, we recommend moving forward with the award of the contract to the low bidder. Information: Attached for your review is a copy of the low bid proposal, tabulation of all bids, resolution for contract award, contract information sheet and agenda bill. Requested Action: We request that the County Council authorize the County Executive to enter into a contract with the low bidder, IMCO General Construction, Inc., for the reconstruction of Lake Terrell Road and Mountain View Road.
