INTRODUCTION DATE:7/16/02 ORDINANCE NO. 2002 -050 AMENDING WHATCOM COUNTY CODE SECTION 2.78 MODIFIYING THE MEMBERSHIP MAKEUP OF THE SOLID WASTE ADVISORY COMMITTEE WHEREAS, the Whatcom County Council adopted Ordinance No. 85 -90, the Ordinance establishing the Solid Waste Advisory Committee, on November 21, 1985, and amended said ordinance on January 11, 1991; again on May 11, 1993; and WHEREAS, Whatcom County Code 2.78 provides for a eleven- member Whatcom County Solid Waste Advisory Committee, with appointments recommended to the County Council by the County Executive; and WHEREAS, the makeup of the committee includes elected public officials with a representative from the City of Bellingham, other cities in the County and the Whatcom County Council; and WHEREAS, it has been difficult to obtain participation from elected officials from the City of Bellingham and other cities in the County; and WHEREAS, both the Solid Waste Advisory and Executive Committees have met, reviewed, and commented on the ordinance and recommend changing the membership requirements to allow elected officials or designees from the City of Bellingham and small cities; NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that Whatcom County Code 2.78 is hereby amended as indicated below: 2.78.020 Committee — Established, The County Solid Waste Advisory Committee is established to be comprised of a county-wide group of representatives of citizens, 41 public interest groups, business, the waste management industry, and local elected I public officials or their appropriately appointed designees to provide for coordination 2 and information exchange between the groups about solid waste issues and to provide 3 ongoing public input and advice to Whatcom County on solid waste management 4 issues. 5 2.78.020 Committee — Members. The County Solid Waste Advisory Committee 6 shall be composed of eleven members. Two of the members shall be local elected officials 9 or their appropriately appointed designees, who shall serve for a one -year period, with 10 one representative from the City of Bellingham and one representative from other 11 cities in the county. One member shall be a Whatcom County Counci4tnber. The 12 remaining eight members shall represent a balance of interest from the following 13 sectors: two citizen representatives, two representatives from public interest groups, 14 one business /industry representative, one representative from the waste collection 15 industry, one recycling industry representative, and one solid waste disposal facility 16 representative. 17 32 78 050 A000intments to committee.
