ADOPTING THE WHACOM COUNTY
2004 ANNUAL CONSTRUCTION PROGRAM
WHEREAS, pursuant to RCW 36.81.130, the Whatcom County Engineer did file
with the Whatcom County Council a recommended plan for laying out, construction,
maintenance and special maintenance of County roads for the fiscal year of 2004; and
WHEREAS, the Whatcom County Council held a public meeting on the 21 st day
of October , 2003, and has considered the testimony given as well as the recommended
plan; and
WHEREAS, the Whatcom County Council had determined that said plan is
necessary as nearly as practicable to the Whatcom County 2004 -2009 Six-Year
Transportation Program, adopted by Resolution 2003 -042 signed July 8, 2003.
NOW, THEREFORE, BE IT RESOLVED that the 2004 Whatcom County Annual
Construction Program is hereby adopted as shown on the attachment hereto.
BE IT FURTHER RESOLVED that no changes be made in the program without the
unanimous vote of the Whatcom County Council.
BE IT FURTHER RESOLVED that the 2004 Annual Construction Program be filed
with the Director of Highways of the State of Washington.

Sunrise Road (Birch Bay - Lynden to west Badger) -CRP #998023

Construction Funding Year(s): 2004
Sunrise Road is located 8 -miles southeast of the City of Blaine and 4.5 -miles west of
the City of Lynden in Sections 17,18,19, & 20 of T40N, R2E. The existing 2 -mile
section of road is very narrow and has failing concrete panels. The project involves
widening the road from 22' to 34' from Birch Bay - Lynden Road to West Badger.
Associated with the roadway improvements will be new drainage ditches, stormwater
quantity & quality facilities, and two (2) new 53' bridges across the south fork of
Dakota Creek. Also included in the construction will be the relocation of utility
poles, road resurfacing, the addition of guardrail, permanent signing, and installation
of stormwater detention/infiltration ponds.

Project Narrative: New Construction Features:
This project is located on Lake Whatcom Boulevard (Mile Post 4.33) in Sudden
Valley, approximately 8 miles southeast of the City of Bellingham in Section 8,
T37N, R4E. Bridge #116 over Austin Creek is approximately 61' long and 24' wide.
The existing structure is being replaced in conjunction with the future reconstruction
of Lake Whatcom Boulevard from Lake Louise Road to Rocky Ridge. The proposed
improvements to Lake Whatcom Boulevard will increase the roadway width by 16'
making the existing structure obsolete. The proposed bridge will be 40' wide, greatly
improving bicycle and pedestrian safety, and approximately 80' long.

This project is located on Lake Whatcom Boulevard, in Sections 16 & 17,
T37N, R4E. The existing High Bridge No. 115 is a three -span beam bridge,
having a width of 22' (10' lanes, 1' shoulder) and a length of 122' with a
concrete substructure. In the winter of 1998 a slide took place near the North
abutment. The structure was not damaged but the failure created a serious
concern of further instability. The new two span bridge will be wider, (11'
Imes, 6' shoulders) and avoid the area of instability, soften horizontal
approach curves, and reduce the rock fall potential on the existing roadway.

Construction Funding Year(s): 2004
Hutchinson Creek Bridge is located 3 miles East of Acme on Mosquito Lake Road in
Section 2, T37N, R5E. Hutchinson Creek Bridge currently has a length of 50' and a
width of 24' (10' lane, 2' shoulder) and has a deteriorated substructure. The
replacement project will involve the removal of the old bridge structure, support piles
and abutments within the OHWM, followed by the regarding & widening of the
channel, replacement with new support piles/bulkheads, bridge deck and guardrails.
The road approaches will be repaved and ditches realigned.

This project is located in Sec 8, Twp 40 N, Rag 5E. The CRP includes
construction of a 120' free span bridge to reopen Frost Road, which was
closed in December 2001 due to failure of the Saar Creek culvert. Several
design alternatives have been examined for reopening Frost Road; however,
the bridge alternative is preferred based on lifecycle cost, fish passage, and

This project is located in Section 34, T38N, R3E. The scope of work consists
of delineating failed areas within the existing roadway section (12' lane, 10'
shoulder, 5' sidewalk on South side), grinding off the existing pavement to a
depth of approximately 4 inches, performing subgrade repairs to the failed
areas, constructing sidewalks, repaving the entire roadway With a 2 inch base
lift and a 2 inch wearing lift of asphalt concrete pavement class B.
