Comprehensive Plan and development regulations, such as zoning,

(RCW 36.70.547 and RCW 36.70A.510).

RESOLUTION NO. 200-058
ESTABLISHING THE WHATCOM COUNTY
AIRPORT /LAND USE COMPATIBILITY ADVISORY COMMITTEE
WHEREAS, the Planning Enabling Act (RCW 36.70.547) and Growth
Management Act (RCW 36.70A.510) require counties with general aviation airports that
are operated for the benefit of the general public to adopt comprehensive plan policies
and development regulations discouraging the siting of incompatible uses adjacent to
these general aviation airports; and
WHEREAS, general aviation airports in Whatcom County that are open to the
public are: Bellingham International Airport, the Port of Bellingham Sea Plane Base,
Floathaven Sea Plane Base, Blaine Municipal Airport and Lynden Airport; and
WHEREAS, Whatcom County has taken the first step in planning for airport and
land use compatibility by formulating proposed policy 213-7 in the 2003 batch of
Comprehensive Plan amendments, along with a proposed action item to establish an
advisory committee to make more detailed recommendations; and
WHEREAS, the proposed advisory committee should be formed immediately so
that the committee will have ample time to formulate detailed recommendations prior to
the state's December 1, 2004 deadline for adopting comprehensive plan and zoning
amendments that ensure compliance with the Growth Management Act (RCW
36.70A.130);
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
an Airport/Land Use Compatibility Advisory Committee is hereby established. This
committee shall have four specific purposes:
1. Review existing comprehensive plan policies, zoning regulations, and zoning maps to
determine whether they should be modified in order to discourage the siting of
incompatible land uses adjacent to airports in accordance with RCW 36.70.547.
2. Develop proposed comprehensive plan policies, as necessary, to discourage the siting
of incompatible land uses adjacent to airports in accordance with RCW 36.70.547.
3. Develop proposed zoning regulations, as necessary, to discourage the siting of
incompatible land uses adjacent to airports in accordance with RCW 36.70.547.
4. Develop proposed maps, as necessary, depicting areas adjacent to general aviation
airports where specific incompatible land uses should be discouraged or prohibited
because of noise, potential for airplane accidents, or creation of height hazards.
BE IT FURTHER RESOLVED that the Airport/Land Use Compatibility
Advisory Committee members will be appointed by the County Executive by October
30, 2003. The committee will have 9 members representing the following:
• One Bellingham International Airport Advisory Committee representative;
• One Port of Bellingham staff representative;
• One Blaine Municipal Airport representative;
• One Lynden Airport representative;
• One Floathaven Sea Plane Base representative;
• One pilot representative;
• One business community representative; and
• Two citizen representatives, one of which is a neighbor to an airport.
BE IT FURTHER RESOLVED that the committee should complete its work by
June 30, 2004. The Airport/Land Use Compatibility Advisory Committee will
automatically be disbanded after it completes the work set forth in this resolution; and
BE IT FURTHER RESOLVED that meetings of the committee shall be open and
accessible to the public. A written record of recommendations shall be kept and such
records shall be public (meeting minutes do not need to be taken). The committee
shall elect a chairperson from among its members who shall preside at its meetings;
and
BE IT FURTHER RESOLVED that the Department of Planning and
Development Services will provide staff assistance.
