( ) Yes ( J NO Should Clerk schedule a hearing 7 ( ) Yes ( ) NO Requested Date: SUMMARY STATEMENT: This is a Resolution in support of an application for funding assistance for a Firearms and Archery Range Recreation (FARR) Program project to the Interagency Committee for Outdoor 9 P 1 9 y Recreation (IAC) as provided in Chapter 79A25.210 RCW, Firearms and Archery Range. As shown on the application for funding, a local match is required. The match includes: $27,252 in cash, $750 in equipment, and $9,920 in labor. This match will be covered from the Parks Department budget and employees. Funding, if received, will be used to build a containment wall at the outdoor pistol and small bore range at Plantation Rifle Range to restrict projectiles from potentially leaving the property during certain types of law enforcement training. The County Executive be authorized to make formal application to the Office of the Interagency Committee (IAC) for funding assistance; 2. Any fund assistance received be used for implementation of the project referenced above; 3. Whatcom County hereby certifies that its share of project funding is committed and will be derived from the Park Department General Fund and by force account; 4. We acknowledge that we are responsible for supporting all non -cash commitments to the sponsor share should they not materialize; 5. We acknowledge that any property acquired or facility developed with IAC financial aid must be placed in use as an outdoor recreation facility and be retained in such use for a minimum of ten years from final reimbursement unless otherwise provided and agreed to by our organization and IAC; 6. Description of Project The construction of a lateral containment wall on the west side of the small bore rifle and pistol range for the purpose of preventing rounds from leaving the facility. The need for the wall is a result of logging and development of areas adjacent to the W hatcom County Parks Plantation Range. The scope of the project includes the geologic evaluation of site stability, structural engineering plans for the wall support structure, and the steel wall. Construction of the wall to be accomplished primarily by Parks Department personnel. This project will enhance range safety and the safety of the surrounding area. It will also allow for the continued use of the range by 26 law enforcement agencies, from a three county area, as their primary weapons training location, in addition to the continued use of the range by the general shooting public. I can put that back in but we would need to add $7000 to the sponsor match too. Your call, let me know what to do. How many acres is the entire plantation range? That's the "existing acres'. Then, estimate the # of acres this project will impact and that goes under "acres to be renovated ". Provide general description of the range. Send early ff you want me to review.
