Resolution to waive bid requirements for replacement of a component of the jail control system and to authorize execution of
contract for the same. A particular component of the control system in thejail is in need of immediate replacement to maintain
the safety and security ofthejail facility. it is for this reason that a waiver is requested so that the Whatcom County Executive
can secure a contractor immediately to accomplish this work.

RESOLUTION NO 2003 -048
TO WAIVE BID REQUIREMENTS FOR REPLACEMENT OF A COMPONENT
OF THE JAIL CONTROL SYSTEMS AND TO AUTHORIZE
EXECUTION OF CONTRACT FOR THE SAME
WHEREAS, the Whatcom County Jail and its control system are a critical part of
the County's criminal justice facilities; and,
WHEREAS, a particular component of the control system is in need of
immediate replacement to maintain the safety and security of the jail facility; and,
WHEREAS, time is of the essence in the process of obtaining skilled personnel
to accomplish the work necessary to complete the replacement; and,
WHEREAS, the County has worked with contractors with whom it has
experience and in whom it has confidence to achieve replacement of the component on
an expedited basis; and,
WHEREAS, RCW 39.04.280 and Whatcom County Code 3.08.060 provide for a
waiver of the bid requirements under circumstances such as those listed above,
NOW, THEREFORE, BE IT RESOLVED, BY THE Whatcom County Council that
for the reasons stated above, the bid requirement for obtaining services to replace
Controller Number 11 in the Whatcom County Jail Control System is hereby waived,
and the Whatcom County Executive is authorized to proceed directly to secure by
contract the services necessary to accomplish this work.
