The document is intended as a planning tool for local, state and federally funded projects and is designed to identify projects for preliminary engineering (including planning), right - of -way purchase, or construction during the following six-year period, from 2004 through 2009. Jan Juvenile Parks Planning Prosecutor Public Works Sheri Superior Court Treasurer Other I Ordinance or I SPONSORED BY: Public Works 2 PROPOSED BY: Consent 3 INTRODUCTION DATE: 6/17/03 5 RESOLUTION NO. 2003 -042 6 7 A RESOLUTION IN THE MATTER OF THE WHATCOM COUNTY 8 SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM 9 FOR THE YEARS 2004 THROUGH 2009 10 11 WHEREAS, pursuant to RCW 36.81.121, Whatcom County is required to prepare and adopt a six- 12 year transportation improvement program each year; and 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 WHEREAS, following adoption of said program, the law requires an annual review of the work accomplished under the program and a determination of current County Road needs; and WHEREAS, based upon the findings of the annual review, and after public hearing, a revised and extended transportation improvement program shall be adopted; and WHEREAS, pursuant to RCW 36.81.121, the six -year transportation improvement program must be consistent with the County comprehensive plan pursuant to RCW 36.70A; and WHEREAS, the six- yeartransportation improvement program attached hereto as Exhibit "A" has been reviewed and determined to be consistent with the County's comprehensive plan; NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council as follows: That the Whatcom County Six -Year Transportation Improvement Program for the years 2004 through 2009, which is attached hereto as Exhibit "A ", is hereby adopted. 2. That the County Engineer is directed to file a copy of the same with the County Road Administration Board and the State Secretary of Transportation. APPROVED this 8 day of July 2003. Growth rate taken from report for revenue sources for capital facility planning less direct diversion to Current Exp for Traffic Enforcement. (see footnote on page) (2) Federal and State Forest Revenue. Assume no growth. (3) Motor Vehicle Fuel Tax and Gas Tax. Assume growth rate of 3% per year. (4) Ferry Toils. Assume growth rate of 1% per year. (5) Motor Vehicle Fuel Tax - County Ferry. Fixed amount distributed amongst three counties. Assume no growth. (6) Federal and State Grants. Per Six Year T.I.P. Directly offset against grant funded construction expenditures. (7) Interfund Reimbursements. Interfund reimbursements equal reimbursable project expenditures. (8) Interfund Services /Charges. Assume growth rate of 3% per year. (9) Miscellaneous Revenue. Projected to be 4% of property taxes and includes revenues such as permits, leasehold excise tax and intergov't services. EXPENDITURES (10) Maintenance and Noxious Weed Control. Assume growth rate of 2% per year. It 1) Ferry Operations. Assume growth rate of 4% per year. (12) Administration.
