9 PROPOSED POINT ROBERTS PUBLIC HOSPITAL DISTRICT

11 WHEREAS, on October 21, 2004, the Whatcom County Council received a
12 petition asking for the formation of a Public Hospital District in Point Roberts; and
13
14 WHEREAS, attached to the petition was a certificate of sufficiency signed by
15 the Whatcom County Auditor certifying that the petition contained the signatures of
16 at least ten percent of the registered voters within the proposed district who voted
17 at the last general election; and
18
19 WHEREAS, in accordance with RCW 70.44.020 and 70.44.030, the Whatcom
20 County Council held a public hearing on the petition on November 23, 2004; and
21
22 WHEREAS, the Council found that the boundaries of the proposed district
23 established as the voting precinct of Point Roberts lying within Whatcom County as
24 currently defined by WCC 1.14.320 are appropriate, and
25
26 WHEREAS, given the geographic size and population within the proposed
27 district and the provisions existing within chapter 70.44 RCW for altering the
28 number of commissioners within created districts, the Council determined the
29 proposed district should be created with three district commissioners to be elected
30 at large from within the proposed district, and
31
32 WHEREAS, at the conclusion of the public hearing the Council voted to
33 forward the petition to the Whatcom County Auditor by approving Resolution No.
34 2004- 061 ; and
35
36 WHEREAS, if formed, the Point Roberts Public Hospital District shall have the
37 power to raise revenue by the levy of an annual tax on all taxable property within
38 such public hospital district in accordance with Chapter 70.44 RCW.

40 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that the
41 Whatcom County Auditor shall set an election for the proposed Point Roberts Public
42 Hospital District at the first available special election date in 2005 held for such
43 purpose, submitting to the voters within the proposed district the following
44 proposition:

48 Shall a public hospital district be established within the
49 boundaries of Point Roberts voting precinct as it is
50 defined by WCC 1.14.320?

BE IT FURTHER RESOLVED that the Whatcom County Auditor shall, in
conjunction with above question, also submit to the electorate within the proposed
district the election of three district commissioners to be elected at large from
within the district in conformance with the requirements of chapter 70.44 RCW
should the district be created at said election.
