ADOPTING THE WHACOM COUNTY
2005 ANNUAL CONSTRUCTION PROGRAM
WHEREAS, pursuant to RCW 36.81.130, the Whatcom County Engineer did file
with the Whatcom County Council a recommended plan for laying out, construction,
maintenance and special maintenance of County roads for the fiscal year of 2005; and
WHEREAS, the Whatcom County Council held a public meeting on the 26th day
of October , 2004, and has considered the testimony given as well as the recommended
plan; and
WHEREAS, the Whatcom County Council had determined that said plan is
necessary as nearly as practicable to the Whatcom County 2005 -2010 Six -Year
Transportation Program, adopted by Resolution 2004 -049 signed July 13, 2004.
NOW, THEREFORE, BE IT RESOLVED that the 2005 Whatcom County Annual
Construction Program is hereby adopted as shown on the attachment hereto.
BE IT FURTHER RESOLVED that no changes be made in the program without the
unanimous vote of the Whatcom County Council.
BE IT FURTHER RESOLVED that the 2005 Annual Construction Program be filed
with the Director of Highways of the State of Washington.

Requested Action
Hold a Public Works Committee works session on September 28. Introduction and Finance Committee
work session on October 12 followed by a Public Hearing and adoption on October 26.
Rackground and Purpose:
RCW 36.81.130 requires the adoption of an annual road construction program. Adoption of this program
is an element of the County budget adoption process.
Information:
A proposed resolution is enclosed for your consideration. In addition, each project that has construction
funding available in 2005, 2006 and 2007 has a project summary sheet for your review. Listed below are
issues that I wish to specifically address during a Public Works Committee work session:
Item #7, Tyee Drive, Benson Road to Roosevelt Road
This project involves the reconstruction of the existing pavement and re- channelization to two -12' lanes
and 6' bike lanes as well as constmetion of a sidewalk on the east side. An open house was held in the
spring of 2004 to discuss the project and solicit public input on the desired improvements. Many
attendees expressed a preference for bike lanes and sidewalk in addition to an off -site pedestrian trail to
the west of the existing roadway. The construction of such a trail would not allow for construction in
2006 due to the need to obtain right -of -way and permits related to wetlands. Initial construction and
long -term maintenance costs would also be significantly increased over the improvements as they are
currently proposed. Due to the strong preference expressed at the open house for an off -site trail
component to this project I feel it is necessary to highlight this issues and elicit discussion on the ultimate
configuration to be constructed.
Item #14, Cable Street, Lakeview Street to Lake Whatcom Boulevard
Because of the proximity of this project to Lake Whatcom, stormwater improvements will be an integral
part of this project. As such there is a need to evaluate traffic flows patterns along Lake Whatcom Blvd and
Lake Louise Road, and recommend the appropriate traffic Row pattern that support the county's stormwater
efforts in this area.

Construction Funding Year(s): 2005
Sunrise Road is located 8 miles southeast of the City of Blaine and
4.5 miles west of the City of Lynden in Sections 17,18,19, & 20 of
T 40N, R 2E. The existing 2 -mile section of road is very narrow and
has failing concrete panels. The project involves widening the road
from 22' to 34' from Birch Bay - Lynden Road to West Badger.
Associated with the roadway improvements will be new drainage
ditches, stormwater quantity & quality facilities, and two (2) new 53'
bridges across the south fork of Dakota Creek. Also included in the
construction will be the relocation of utility poles, road resurfacing, the
addition of guardrail, permanent signing, and installation of
stormwater detention /infiltration ponds. This project is listed #1 on the
2005 — 2010 Six Year Transportation Program.

This project is located on Lake Whatcom Boulevard, in Sections
16 & 17, T37N, R4E. The existing High Bridge No. 115 is a
three -span bridge, having a width of 22'(10' lanes, 1' shoulder) and a
length of 122' with a concrete substructure. In the winter of 1998 a
slide took place near the North abutment. The structure was not
damaged but the failure created a serious concern of further
instability. The new two span bridge will be wider (11' lanes, 6'
shoulders) and avoid the area of instability, soften horizontal approach
curves, and reduce the rock fall potential on the existing roadway.
This project is listed #2 on the 2005 — 2010 Six Year Transportation
Program.

L Narrative;
Hutchinson Creek Bridge is located 3 miles East of Acme on Mosquito
Lake Road in Section 2, T 37N, R 5E. Hutchinson Creek Bridge
currently has a length of 50', a width of 24' (10' lane, 2' shoulder), and
has a deteriorated substructure. The replacement project will involve
the removal of the old bridge structure, support piles and abutments
within the OHWM, followed by the regarding & widening of the
channel, replacement with new support piles /bulkheads, bridge deck
and guardrails. The road approaches will be repaved and ditches
realigned. This project is listed #3 on the 2005 — 2010 Six Year
Transportation Improvement Program.

Design was completed in 2003; however, due to permit delays, construction will occur in 2005.

This project is located on Frost Road, just north of South Pass Road
in Section 8, T 40N, R 5E. The CRP includes construction of a 100'
free span bridge to reopen Frost Road, which was closed in
December 2001 due to failure of the Saar Creek culvert. Several
design alternatives were examined for reopening Frost Road;
however, the bridge alternative was selected based on lifecycle cost,
fish passage, and long -term County liability. This project is listed #4
on the 2005 — 2010 Six Year Transportation Improvement Program.

: Narrative:
This project is located on the Lummi Indian Reservation, in Section 2,
T 37N, R IE. The scope of work is to reconstruct % mile of Lummi
Shore Road and re -align approximately 1Y: miles of Lumi View
Drive. The Bureau of Indian Affairs is performing the demsign and
construction engineering work, with the County participating in the
design & construction review, and providing local funds for ROW and
construction. The Lummi Nation is the lead agency for this project.
This project is listed #5 on the 2005 — 2010 Six Year Transportation
Improvement Program.

Project Narrative:
This project is located on Marine Drive, just northeast of Bellingham's
city limits in Section 23, T 38N, R 2E. The project will involve
reconstruction of the existing roadway from Bennett Drive to Locust
Avenue. Shoulder reconstruction with curb, gutter, and sidewalks will
improve drainage. A 5' bike lane will be provided adjacent to the curb.

This project is located on Tyee Drive in Point Roberts, Section 34,
T 41 N, R 3W and Section 3, T 40N, R 3W. The project limits run
from Roosevelt Road to Benson Road and will include reconstruction
of the existing roadway, construction of 6 foot bike lanes, curb,
gutter, and sidewalks on the east side of the roadway, and
channelization of the intersection of Tyee Drive and Johnson Road.
In addition, storm water treatment and wetland mitigation facilities will

This project is located on Potter Road, in Sections 17 & 18, T38N,
R5E. The existing Potter Road Bridge #148, over the South Fork of
the Nooksack River, is a steel truss main span with concrete channel
beam approach spans supported by a timber substructure. It is
currently a one -lane bridge with a total curb -to -curb width of 14.5' and
a span of 243' including approaches. The new span of 280' will have
a total curb -to -curb width of 28' consisting of two 10' lanes and 4'
shoulders. The approaches will be realigned to smooth the existing
curves on the road. This project is listed #8 on the 2005 — 2010 Six
Year Transportation Improvement Program.

the Brownsville subdivision and installation of a fish passage culvert

bridge, or low -water crossing to allow relocation of Innis Creek to its
historical channel. This project is a cooperative effort between
Whatcom County, the Whatcom Land Trust, and the Skagit Fisheries
Enhancement Group. The project is intended to reduce chronic

This project is located on Mosquito Lake Road near the Middle
Fork of the Nooksack River in Sections 11 & 12, T 38N, R 5E.
The CRP includes relocation of approximately 2000 feet of
Mosquito Lake Road to avoid roadway failure resulting from
encroachment of the river. The relocation is being undertaken
in lieu of shoreline defense works, which would be more costly
and involve lengthy environmental permitting. Also included is
relocation of utility poles and abandonment of the existing

This project is located on Yew Street Road, one mile south of
Bellingham's city limits, in Sections 4 and 9, T 37N, R 3E. The project
includes reconstruction of the roadway from Kingsmill Street to
Samish Way, with 12' lanes, 6' bike lanes, curb, gutter, and sidewalk;
improving motorist safety, pedestrian safety, and drainage.
Coordination between the County and City of Bellingham on sewer
and water installations will also occur. This is the second phase of a
two phase project, completing improvements on the County's portion
of Yew Street Road. This project is listed #13 on the 2005 — 2010 Six
Year Transportation Improvement Program.

Cable Street - CRP #999022

Design /construction Funding Year(s): 2005 -2006
Cable Street is located 3 miles southeast of downtown Bellingham in
the Lake Whatcom Watershed in Sections 27 and 34 of T 38N, R 3E.
The existing half -mile section of road from Lakeview Street to Lake
Whatcom Boulevard is in need of pavement rehabilitation, stormwater
treatment and drainage improvements. The existing road has heavy
pedestrian use and only a partial sidewalk on the south side of the
road. This project involves widening the road from 34' to 36' and
adding curb, gutter, and sidewalk for improved multi -modal transport.
Due to its location in the Lake Whatcom Watershed, new stormwater
treatment and drainage facilities are a high priority. Determination of
the configuration of the Cable and Austin St intersection is a key
element in the preferred route to Sudden Valley and the selection of
the appropriate stormwater treatment and drainage facilities. This
project is listed #14 on the 2005 — 2010 Six Year Transportation
Improvement Program.

existing gravel roads to a more durable, harder surfaced BST
(Bituminous Surface Treatment) that has a resurfacing frequency of

Whalcom County's share of State Motor Vehicle Fuel Tax revenues,
while decreasing Maintenance and Operations expenses. This

INCORPORATING INTELLIGENT TRANSPORTATION SYSTEMS
INTO REGIONAL COMPREHENSIVE PLANS
Whatcom County
Intelligent Transportation Systems (ITS) use technology to provide real -time information about regional
transportation networks. ITS solutions increase safety, reduce delays, and maximize roadway capacity. ITS
have been proven to enhance rural and urban transportation systems cleanly, without noise increases,envi-
ronmental impact, or a reduction of open space. ITS technology is being applied in transportation systems
all across America, and dozens of examples of ITS can be found in Whatcom County today.
The application of ITS tools in Whatcom County can be greatly encouraged by formal acknowledgement and
inclusion in the County's comprehensive plan. By incorporating ITS into Whatcom County's comprehensive
plan,the County will have more flexibility in addressing transportation improvements. Rather than be lim-
ited to traditional transportation solutions like construction or widening existing roadways, including ITS in
the County's comprehensive plan allows for the consideration of tested technologies to be used in place of
more costly road construction.
Below are a few examples of how ITS tie in with the goals and policies of the existing Whatcom County Com-
prehensive Plan and how a revised plan could better incorporate ITS into its long -term strategies.
The following are suggested additions to the existing Chapter 6-Transportation
GOAL 6A: Provide for the safe and efficient movement of people and goods.
Policy 6A -9: Consider use of Intelligent Transportation Systems technology to increase the capacity and
safety of arterials and collectors in Whatcom County.
GOAL 613: Create a cost - effective transportation system which optimizes public investment.
Policy 613-10: Examine whether Intel ligent Transportation Systems may be more cost - effective in improv-
ing the transportation network before committing to the expenditure of public funds on more traditional
improvement projects.
GOAL 6C: Coordinate with international, federal, state, regional (including Skagit and Okanogan
Counties),and local transportation laws, policies,and plans that relate to the Whatcom CountyTrans-
portation Plan, in order to be consistent and compatible with regional priorities.
Policy 6C -12: Intelligent Transportation Systems initiatives and projects must be consistent with the
Whatcom Regional ITS Architecture.
GOAL 6D: Support land use planning efforts in Whatcom County which include land use types and
densities that reduce reliance on single- occupant vehicles.
Policy 6D -5: Use Intelligent Transportation Systems information management tools to assist travelers in plan-
ning routes using alternative modes of transportation and transit.
GOAL 6E: Provide a transportation system which minimizes environmental and social impacts, reduc-
es reliance on fossil fuels.
Policy 6E -5: Consider Intelligent Transportation Systems that will reduce the need for construction, decrease
emissions through reduced delays and idling times, and enhance the transportation network in a way that
minimizes noise, environmental impacts, and reduction of open space.

tion improvements) and approaches to planning in Whatcom County, so as to minimize the reliance
on vehicular travel.

network using technologies that increase safety, reduce delays, and maximize roadway capacity in ways that
minimize noise and environmental impacts, and preserve open space.

carpools, vanpools, transit, bicycles, and pedestrian travel where feasible and discourage reliance on
the single- occupant vehicle.

for transit services.
GOAL 6N: Support Whatcom Transportation Authority in providing high - quality, safe, convenient,
accessible public transportation, where cost effective, for the public as an attractive alternative to
single- occupant vehicles.
Policy 6N -11: Use Intelligent Transportation Systems designed to improve transit services, which provide
more information at bus stops and on -board buses, enhance the safety of passengers and drivers, and grant
signal pre - emption for transit vehicles at intersections along dense traffic corridors.
GOAL 6P: Provide for safe, efficient movement of commercial vehicles in Whatcom County.
Policy 6P -6: Support the use of Intelligent Transportation Systems that monitor commercial vehicle move-
ments and provide safer, expedited travel through Whatcom County and across the U.S.- Canada border.
