SUMMARY STATEMENT:
This is the annual cycle WA -CERT roect rioritization. The

Washington Community Economic Revitalization Team (WA -CERT)
requests each county prioritize submitted projects, WA -CERT then
attempts to assist in funding through the Federal Economic Assistance
Initiative. This local prioritization process allows the county to ensure
projects are consistent with county and regional planning and economic
diversification strategies.
RECOMMENDED ACTION:
Pass amendment to Resolution 2003 -041, review and finalize the WA-
CERT project list to be forwarded to WA -CERT for funding
consideration.

RESOLUTION NO. 2004 -045
AMENDING RESOLUTION 2003 -041 AND RE- PRIORITIZING WHATCOM COUNTY
PROJECTS FOR THE WASHINGTON COMMUNITY ECONOMIC REVITALIZATION
TEAM (WA -CERT)
WHEREAS, the Washington Community Economic Revitalization Team (WA-
CERT) has established pre - application requirements for proposals under the
President's Economic Adjustment Initiative for timber impacted communities; and
WHEREAS, the pre - application requirements mandate that the county legislative
authority pass a resolution of support and establish numerical priorities for proposals
submitted to WA -CERT for year 2004 funding consideration; and
WHEREAS, on June 15, the Whatcom County Council prioritized the most recent
set of project proposals; and
WHEREAS, the deadline for submitting a prioritized list of projects to WA -CERT
is July 1, 2004; and,
WHEREAS, several of the current prioritized projects have either been funded or
withdrawn from the project list.
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that
the recommended prioritization of all projects received to date is as listed in Exhibit A to
this resolution.
