AUTHORIZING ADOPTION OF A BIENNIAL BUDGET
FOR
FISCAL YEAR 2005 -2006
WHEREAS, the citizens of Whatcom County voted on November 4, 1997 In favor of
adding Section 6.05 regarding the adoption of a biennial budget cycle with a mid- biennium
review to the Whatcom County Home Rule Charter (Article 6); and
WHEREAS, biennial budgeting will provide an opportunity to streamline government
services by providing for better long range and strategic planning, long term program
planning and development, and more efficient use of staff time in increasing budget
efficiency, thereby Improving services to the citizens of Whatcom County;
NOW,
WHEREAS,
the 1997
Session Laws,
Chapter 204 authorized
the biennial
budgeting
option
for counties;
and
WHEREAS, biennial budgeting will provide an opportunity to streamline government
services by providing for better long range and strategic planning, long term program
planning and development, and more efficient use of staff time in increasing budget
efficiency, thereby Improving services to the citizens of Whatcom County;
NOW,
THEREFORE,
BE IT ORDAINED,
that we, the Whatcom County Council,
hereby adopt
for fiscal year
2005 -2006 a biennial
budget process, requiring mid - biennium
review.
