SUBJECT.
Ordinance Amending Whatcom County Code 1.08.060 Form of Petition.
This ordinance changes the size of Whatcom County's Initiative or Referendum Petition to the size required
of the Washington State Initiative and Referendum Petitions.

SUMMAR YSTA TEMENT:
The Whafcom County Code 1.080.606 B presently provides that the petition be
not less and eight and one-hay-inches nor more titan II inches in width and not
less than A inches nor more than 14 inches in length with a margin of one inch
at the top for binding and a margin offtve eights inches on the left side for office
use only.
Petitions smaller titan 11 inches in width and 14 inches in length
result in signatures on the petitions being difficult to read and the proposer/
ordinances on the back of the petitions in small print.
The Whatcom County Code 1.080.060 D provides a form and style for Whatcom
County Petitions that is different from the State Code and are format for the State
of Washington Code meets the requirements for Whatcom County,
It is easier for the petitioners to have consistent rules regarding the size and farm
and style of the petitions for Whatcom County and fire State of Washington.

AMENDING WHATCOM COUNTY
CODE 1.08.060 - FORM OF PETITION
WHEREAS, Whatcom County Code 1.08.060 B presently provides that the
petition be not less than eight and one -half inches nor more than 11 inches in width and
not less than 11 inches nor more than 14 inches in length with a margin of one inch at the
top for binding and a margin of five eights inches on the left side for office use only; and
WHEREAS, petitions on paper eight and one half inches in width and less than 14
inches in length result in signatures on the petitions being difficult to read and the
proposed ordinances on the back of the petitions in small print; and
WHEREAS, Chapter 111 Washington Laws, 2003, sections 1811 and 1813, have
amended RCW 29.79.080 and 29A.72.100 (Effective July 1, 2004) to provide that
petitions be not less than eleven inches in width and not less than fourteen inches in
length result in more readable petitions for the petitioners and the Auditor's Election staff
verifying the signatures; and
WHEREAS, Whatcom County Code 1.080.060 D provides a form and style for
Whatcom County petitions that is different from the State Code and the format for the
State of Washington Code meets the requirements for Whatcom County; and
WHEREAS, it is easier for the petitioners to have consistent rules regarding the
size and form and style of the petitions for Whatcom County and the State of
Washington.
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
Whatcom County Code 1.08.060 is hereby amended as indicated in Exhibit A to this

1.08.060 Form of petition — Assignment of number.
A. Each petition, at the time of circulating, signing and
registering, shall consist of not more than one sheet and not more
than 20 signatures on numbered lines on each sheet with the
prescribed title, except the mini - initiative which does not require a
ballot title, and a full, true and correct copy of the proposed
measure referred to therein printed, which may be printed on the
reverse side.
B. The persons proposing the measure may prepare blank
petitions and cause them to be printed upon single sheets of paper
of good writing quality (including but not limited to newsprint) not

C. The auditor shall give the proposed initiative or referendum, a
number which shall thereafter be the identifying number for the
measure and refer it to the prosecuting attorney. The auditor, when
assigning numbers to initiatives, referendums and mini - initiatives,
shall use a separate sequential series for each category. No
number shall be reissued once used.
D. Petition forms for submission to the people for their approval
or rejection at the next ensuing general election, shall be
substantially in the following form:
WARNING: Every person who signs this petition with any other than his
true name, or who knowingly signs more than one of these petitions, or
who signs this petition when he is not a legal voter, or who makes herein
any false statements, shall be punished by fine or imprisonment or both.

We, the undersigned citizens of Whatcom County and legal voters,
respectfully direct that the proposed measure known as County Initiative
(or Referendum) Measure No. entitled (insert here the established
ballot title of the measure), a full, true and correct copy of which is
printed hereon, shall be submitted to the legal voters of Whatcom County
for their approval or rejection at the general election to be held on the
