RESOLUTION NO. 2005-062
WHEREAS., the Growth Management Act (RCW 36.70A.080') states that a
comprehensive plan may include subarea plans, each of which is consistent with the
comprehensive plan'. and
WHEREAS, the Foothills Subarea Plan was adopted in 1988. Goal Statement 2

WHEKE AS, The Columbia Valley/Kendall. Urban Growth Area was established
in 1999. Whatcom County Comprehensive Plan Land Use Chapter action item H' I I is to
"Revise county subarea plans to incorporate urban groNxth area boundaries as identified in
this plan, ensure consistency with this plan, and eliminate my redundancy in poficy," and
WHEREAS, Whatcom, County intends to undertake a community plannino
process in 2006 to update theFoothilis Subarea Plan; and I 1r,
WHEREAS, Whatcom County Comprehensive Plan Land Use Chapter action
item # 16 is to "Establish Council appointed subarea citizens' committees to participate
the updating and review of subarea plans;" and I
WHEREAS, County-Wide Planning Policy A-5 states "The county and the cities
shall establish a system for subarea, community and neighborhood liaison to foster
communication between the respective government and its neighborhoods. . 7'
BE ITFURTHER RESOLVED that the Foothills Subarea Plan Advisory Committee
will be appointed by the County Executive and confirmed by the County Council. The
Committee will consist of I I members as follows:
BE ITFURTHER RESOLVED the Advisory Committee may operate on a consensus
basis'. provided that if consensus cannot be reached'. a majority vote shall determine the
recommendation of the committee.
BE IT FURTUIER RESOLVED that the Foothills Subarea Plan Advisory Committee
will be appointed by January 2006 and should complete its work and issue final
recommendations �v July 2606.
