SPONSORED BY: Consent PROPOSED BY: Executive INTRODUCTION DATE: 7/26 /2005 RESOLUTION NO 2005 -036 RESOLUTION SUPPORTING THE WHATCOM COUNTY EMERGENCY MEDICAL SERVICES PLAN AND INDICATING SUPPORT FOR PLACING A ONE -TENTH OF ONE PERCENT SALES TAX MEASURE BEFORE THE VOTERS OF WHATCOM COUNTY IN NOVEMBER 2005 WHEREAS, the City of Bellingham in its role as the provider of countywide emergency medical services response and pre - hospital emergency transport services has indicated they would no longer be able to provide these services outside of the City of Bellingham effective January 1, 2007; and WHEREAS, Whatcom County and City of Bellingham emergency medical services property tax levies were not passed in elections held in November 2003 and November 2004;and WHEREAS, the Whatcom County Executive formed an Emergency Medical Services Working Group to provide recommendations on maintaining emergency medical services response and transport in an appropriate and cost effective manner; and WHEREAS, the Emergency Medical Services Working Group has recommended a plan that would, over the next seven years, continue a unified countywide service that builds on response and transport capabilities of fire districts, fire departments and the private sector; and WHEREAS, the emergency medical services plan proposes to continue current Whatcom County and City of Bellingham general fund contributions for emergency medical services as well as maximizing insurance and fee revenue for this service; and WHEREAS, the Emergency Medical Services Working Group plan proposes changes in the how emergency medical services will be provided, governed and financially supported; and WHEREAS, although there are significant changes and savings involved in implementing this emergency medical services plan there remains a total projected deficit for this service over the period of 2007 -2012 of approximately 13 million dollars; and WHEREAS, the Emergency Medical Services Working Group recommends that the County and all cities in the county enter into a long term interlocal agreement Page 1 associated with a voter approved one -tenth of one percent sales tax measure that would provide dedicated support for countywide emergency medical services; NOW, THEREFORE, BE IT RESOLVED the Whatcom County Council indicates its support for the recommendations in the Emergency Medical Services Working Group plan and requests the County Executive prepare an interlocal agreement by and between all cities and the County that dedicates sales tax funding to countywide emergency medical services and be it further resolved that the Whatcom County Council requests the County Executive to prepare an Ordinance for County Council consideration regarding a one -tenth of one percent sales tax measure for emergency medical services that would be placed before the voters in November 2005.
