COMMITTEE ACTION: COUNCIL ACTION: 1/11/2005: Introduced 1/25/2005: Approved 5 -2, Nelson, Crawford opposed, Res. #2005 -007 Related County Contract #: Related File Numbers: Ordinance or Resolution Number: Res. #2005 -007 Please Note: Once adopted and signed, ordinances and resolutions are available for viewing and printing on the Coun 's websiteat.. www.co.whatcom.wa.us/council. incil SPONSORED BY: Consent PROPOSED BY: McShane INTRODUCTION DATE: January 11, 2005 RESOLUTION # 2005 -007 REMOVING THE LAKE WHATCOM CONNECTOR FROM THE WHATCOM COUNTY SIX YEAR ROAD PLAN WHEREAS, the Lake Whatcom Connector was initially proposed as a means to resolve potential traffic congestion as Sudden Valley and other areas south of Lake Whatcom Boulevard developed; and WHEREAS, the Sudden Valley Community Association in conjunction with Whatcom County has subsequently reduced the potential build out of Sudden Valley by the placement of conservation easements on 1,400 previously vested lots; and WHEREAS, when Sudden Valley was designated a provisional urban growth area, portions of the Sudden Valley urban growth area were down zoned to reduce potential growth in the area; and WHEREAS, land tracts outside of the Sudden Valley urban growth area and the Geneva urban growth area have been rezoned to densities of one home per five acres; and WHEREAS, the City of Bellingham has purchased land within the Lake Whatcom watershed in order to prevent development in the watershed including parcels of land with vested plats within Geneva urban growth area; and WHEREAS, Whatcom County and the City of Bellingham have purchased land in the area that would have been served by the Lake Whatcom Connector so that said areas would be preserved from development; and WHEREAS, the voluntary transfer of development rights out of the Lake Whatcom watershed has further reduced the potential development within the area that would be served by the Lake Whatcom Connector; and WHEREAS, the potential routes of the Lake Whatcom Connector would pose significantly difficult engineering and design challenges; and WHEREAS, the building of the Lake Whatcom Connector would add impervious surfaces, remove a swath of native vegetation, and alter drainage along the road route; and WHEREAS, the overall reduction of potential development in the area that would have been served by the Lake Whatcom Connector no longer warrants the need for the connector road and the costs associated with the design, construction and environmental impacts of the road.
