Amendment to 2005 Annual Construction Program is necessary in order to take
immediate steps to improve Lummi Island Ferry operations, including design work
as a part of the replacement of the Lummi Island Ferry.

RESOLUTION NO. 2005 -005
AMENDING THE WHATCOM COUNTY
2005 ANNUAL CONSTRUCTION PROGRAM
WHEREAS, pursuant to RCW 36.81.130, the Whatcom County Engineer did file
with the Whatcom County Council a recommended plan for laying out, construction,
maintenance and special maintenance of County roads for the fiscal year of 2005; and
WHEREAS, the Whatcom County Council held a public meeting on the 26th day of
October, 2004, and adopted the 2005 Annual Construction Program, Resolution 2004 -056;
and
WHEREAS, actions during 2005 are proposed to move with preliminary work to
replace the ferry Whatcom Chief; and
WHEREAS, amendment to the 2005 Annual Construction Program is required in
order to proceed with such actions.
NOW, THEREFORE, BE IT RESOLVED that the 2005 Whatcom County Annual
Construction Program is hereby amended as follows:
Add #38: Replacement of the Whatcom Chief
33 $50,000 local funds / $150,000 Public Works Trust fund loan or other
34 source / total $200,000 for preliminary engineering
35 Add #39: Parking Improvements on Lummi Island
36 $200,000 local funds for construction
37 Add #40: Gooseberry Point Ferry Dock Relocation
38 $50,000 local funds / $2509000 STP federal grant / total $300,000 for dock
39 relocation feasibility study

41 BE IT FURTHER RESOLVED that no changes be made in the program without the
42 unanimous vote of the Whatcom County Council.

BE IT FURTHER RESOLVED that the County Engineer is directed to prepare the
appropriate fors for the Amended 2005 Annual Construction Program and file a copy of
the same with the County Road Administration Board and the State Secretary of
Transportation.
