The Birch Bay Community Plan was adopted as a Sub Area Plan of the Whatcom County Comprehensive Plan in 2004. The Sub Area Plan includes
the community's vision for accommodating future growth in the area, including the recommendation to develop a stormwater plan. The comprehensive
stormwater plan was developed in response to the Birch Bay Sub Area Plan action item. The plan identifies stormwater issues and improvements to
sustain the lifestyle and restore the aquatic resources of Birch Bay under the pressure of increasing growth and development.

RESOLUTION NO. 2006 --070
APPROVING THE JULY 2006 BIRCH BAY
COMPREHENSIVE STORMWATER PLAN
WHEREAS, the Whatcom County Council adopted the Birch Bay Community Plan as
a Sub Area Plan of the Whatcom County Comprehensive Plan on September 28, 2004; and
WHEREAS, the Birch Bay Subarea Plan identifies action items including the
preparation of a long -range and a short-range action plan to solve many of the current
stormwater management problems; and
WHEREAS, public participation was a vital part of the development of the plan; and
WHEREAS, several public involvement activities were held, including public
workshops and presentation to and discussions with the Stormwater and Shellfish Protection
Subcommittee of the Birch Bay Steering Committee; and
WHEREAS, the plan identifies recommendations for programmatic solutions, capital
improvements, timelines, and funding; and
WHEREAS, the plan identifies recommendations for development proposals; and
WHEREAS, pursuant to WAC 197 -11 -660, Whatcom County may adopt plans as
SEPA policies for substantive authority and determining appropriate mitigation measures for
development impacts.
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby:
1. Adopts the recommendations for implementation of the July 2006 Birch Bay
Comprehensive Stormwater Plan.
2. Adopts the plan as an agency SEPA policy under the State Environmental Policy Act.
