RESOLUTION NO. 2006 -035
JOINT RESOLUTION REGARDING THE PROPOSED NORTHWOOD NOOKSACK
TRIBAL CASINO
WHEREAS, the Whatcom County Council and the tribes of Whatcom County
have enjoyed a fruitful and productive government to government relationship for
many years; and,
WHEREAS, the Whatcom County Council deeply appreciates its friendship
and opportunities for collaboration and cooperation with the Nooksack Tribe; and,
WHEREAS, the Council respects all rights accorded the Nooksack Tribe
within its treaty agreements; and,
WHEREAS, the Whatcom County Council and the Nooksack Tribe, along with
other agencies, groups, departments, jurisdictions, and concerned residents have
worked to preserve and protect resource lands in Whatcom County; and,
WHEREAS, agriculture lands are resource lands of very high significance to
Whatcom County, the Nooksack Tribe, and others; and,
WHEREAS, the site where the Nooksack Tribe is planning to build a large
casino is among the most prime agriculture land in Whatcom County; and
WHEREAS, this site sits on top of a very high aquifer recharge area that is
extremely sensitive to any degradation; and
WHEREAS, the Washington State Growth Management Act mandates that
Whatcom County protect and preserve agriculture lands; and
WHEREAS, the Nooksack Tribe and many other entities have worked with
Whatcom County to ensure protection of agriculture lands and aquifer recharge
areas.
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council
looks forward to conducting a joint meeting with the Nooksack Tribe to enter into
discussions with Whatcom County to protect, possibly through mitigation measures,
resource lands and aquifer recharge areas and that these discussions take place
before further development occurs.
BE IT FURTHER RESOLVED that the Whatcom County Council and the
Nooksack Tribe will enter into discussions with regards to growth management
related issues, such as traffic impacts, air quality, and potential groundwater
impairment.
