RESOLUTION NO 2006 -027
SUPPORT OF WHATCOM COUNTY MULTI - JURISDICTIONAL DATA INTEGRATION
PROJECT
WHEREAS, a number of agencies responsible for law enforcement and criminal justice have
worked closely together to integrate their primary information systems; and
WHEREAS, significant assistance received through congressionally designated Department
of Justice grants has allowed Whatcom County to build the Whatcom Exchange Network
( "WENET"); and
WHEREAS, WENET involves the local partnership between the Whatcom County
Sheriff /Jail /Prosecutor, Bellingham Police Department, Blaine Police Department, Everson Police
Department, Ferndale Police Department, Lummi Tribal Police Department, Lynden Police
Department, Nooksack Tribal Police Department, Sumas Police Department, and Western
Washington University Police Department; and
WHEREAS, the integrated sharing process will track offenders from the moment they enter
the system until re- integrated back into the community and beyond; and
WHEREAS, WENET makes the retrieval of data approximately eight (8) times fasterthan
the current methods, utilizes the federal Global Justice XML standards and allows member agencies
to retain control of their own information; and
WHEREAS, WENET enhances Homeland Security by serving as the key system for data
sharing among many law and justice agencies along the 1 -5 corridor, Alaska, as well as the
Canadian and Mexican borders; and
WHEREAS, this multi jurisdictional data integration project is the first priority program in the
Whatcom County Law & Justice Plan.
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council strongly supports
the efforts of the County Executive and his request for a congressionally designated appropriation to
allow the comnuation of this very successful project.
