Sponsored by: Consent Proposed by: Executive Introduction date: 1/31/06 RESOLUTION #2006-010 A RESOLUTION OF THE COUNTY COUNCIL OF WHATCOM COUNTY WASHINGTON DECLARING THAT MANAGING AND SHAPING GROWTH THROUGH THE USE OF A CONCURRENCY MANAGEMENT PROGRAM IS IN THE BEST INTEREST OF WHATCOM COUNTY AND THAT A COMPREHENSIVE CONCURRENCY MANAGEMENT PROGRAM BE INITITATED. WHEREAS: The Growth Management Act (GMA) RCW 36.70A.020 includes the following goals: (1) Urban growth. Encourage development in urban areas where adequate public facilities and services exist or can be provided in an efficient manner. (2) Reduce sprawl. Reduce the inappropriate conversion of undeveloped land into sprawling, low- density development. (3) Transportation. Encourage efficient multimodal transportation systems that are based on regional priorities and coordinated with county and city comprehensive plans. (9) Open space and recreation. Retain open space, enhance recreational opportunities, conserve fish and wildlife habitat, increase access to natural resource lands and water, and develop parks and recreation facilities. (12) Public facilities and services. Ensure that those public facilities and services necessary to support development shall be adequate to serve the development at the time the development is available for occupancy and use without decreasing current service levels below locally established minimum standards; and WHEREAS: The Growth Management Act (GMA) Chapter 36.70A.070(6) requires the adoption of a transportation element as a means to guide and shape growth appropriately consistent with the locally adopted land use elements; and WHEREAS: The Growth Management Act (GMA) Chapter 36.70A.070(6)(B) requires Whatcom County to develop level of service standards for all locally owned arterials and transit routes to serve as a gauge to judge performance of the system and that these standards should be regionally coordinated; and WHEREAS: The Washington State Growth Management Act of 1990 (GMA) RCW 36.70A requires jurisdictions to establish Levels of Service (LOS) Standards for their transportation systems and to prohibit development if it will cause the transportation LOS to decline below the adopted standard (unless transportation improvements and strategies are made to accommodate the development within six years); and WHEREAS: The GMA also allows local governments to establish similar concurrency management standards for Parks and other County sponsored or coordinated services as well if they choose to do so under RCW 36.70A070(3) Capital Facilities: and WHEREAS: Under the Whatcom County Comprehensive Plan adopted in 1997 and subsequently amended Chapters 6 Transportation calls for the implementation of the following: Goal (6 -A): "Provide for the safe and efficient movement of people and goods" and Goal (6 -13): " Create a cost - effective transportation system that optimizes public investment" and action plan item 7: "Within 12 months of adoption of the plan by the County Council, develop an impact and/or mitigation fee ordinance based on actual impacts;" and WHEREAS: Under the Whatcom County Comprehensive Plan adopted in 1997 and subsequently amended Chapter 4 Capital Facilities states the following goals: Goal 4A: Within the county's financial capacity, adopt a carefully planned program of county services and facilities; Goal 413: Develop a six year financing program for capital facilities that meets the requirements of the GMA, achieves the county's levels -of- service, and is within financial capability as determined by projected financial resources; GOal 4D: Develop and implement a coordinated program of facility expansion for the departments and agencies which together carry out the county's law enforcement and correction functions; Goal 4F: Achieve level of service targets for park and recreational facilities identified in this chapter and which support objectives and priorities identified in the Comprehensive Park and Recreation and Open Space Plan and in the Natural Heritage Plan; Goal 4J: Attain effective concurrency measures and procedures for all facilities and services necessary for development; and WHEREAS: Whatcom County has experienced unprecedented growth in sensitive watershed areas including Lake Whatcom, Birch Bay and elsewhere; NOW THEREFORE, THE WHATCOM COUNTY COUNCIL HEREBY RESOLVES AS FOLLOWS: The Council recommends that Whatcom County immediately pursue a three -part Concurrency Management analysis. a. The first part will assess concurrency for a broad spectrum of services including but not limited to: Transportation, Parks, as well as regional coordination with all other service providers and special districts. b. The second part will assess Transportation, Parks concurrency modeling needs; administrative support needs and long term coordination, data management, and record keeping needs. The drafting of appropriate ordinances, policies and procedures necessary to coordinate such a program. c. The third part will assist in the training and support of the Whatcom County staff in the associated program areas to ensure that upon adoption all staff is adequately trained to manage the system. 2. The Council recommends that the above work program be completed in such a manner that at the completion of each individual section of the analysis a report will be made to Council on the various policy choices faced by Whatcom County. 3. The Council recommends that Whatcom County integrates and coordinates SEPA review on all projects within the County that could impact the provision of transportation, parks, law enforcement or other regional services provided by special districts or subdivisions of Whatcom County.
