The Lodging Tax Advisory Committee met on October 18, 2006 and unanimously recommends Council approval and action on the Ordinance Adopting 2% Lodging Tax Pursuant to Authority Granted in RCW 67.28. WHEREAS, the Tourism Industry is an important component to the overall vitality of our community; and, WHEREAS, the promotion of this segment of our economy is under funded causing Whatcom County to miss opportunities to draw citizens to our community; and, WHEREAS, the State Legislature has authorized the legislative authority to impose a 2% tax on lodging to promote tourism. NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that: There shall be an excise tax on the sale or charge made for the furnishing of lodging that is subject to tax under RCW 82.08. The rate shall be the lesser of two percent or a rate, when combined with all other taxes imposed upon such sales of lodging that equals twelve percent. Said tax shall not be imposed in increments of less than tenths of a percent; and, BE IT FURTHER ORDAINED that: There shall be a credit against this tax for the full amount of any city or town tax imposed under a like section; and, BE IT FURTHER ORDAINED that: The taxes levied shall not apply to emergency lodging provided for homeless persons for a period of less than thirty consecutive days under a shelter voucher program administered by any city, town, or Whatcom County or the respective agencies and groups which provide said service.
