This proposed ordinance, if adopted, will formally establish the Veterans Advisory Board as now required by
law. Note: Such a group has been in existence for some time, prior to any legal requirements.

CREATING THE WHATCOM COUNTY VETERANS ADVISORY BOARD
WHEREAS, Whatcom County currently has a veterans' assistance program for the relief
of indigent veterans, their families, and the families of deceased indigent veterans as required
under RCW 73.08.010; and
WHEREAS, pursuant to RCW 73.08.035, passed by the state legislature in 2005, the
legislative authority for each county must establish a veterans' advisory board; and
WHEREAS, the County Council and County Executive shall solicit representatives from
either local branches of nationally recognized veterans' service organizations or the veterans'
community at large, or both, to serve on the board; and
WHEREAS, no less than a majority of members on the board shall be members from
nationally recognized veterans' service organizations, and only veterans are eligible to serve as
board members; and
WHEREAS, the purpose of the advisory board will be to advise the County Council and
County Executive on the needs of local indigent veterans, the resources available to them, and
the programs that could benefit indigent veterans and their families; and
WHEREAS, the County Council and County Executive shall consult with and solicit
recommendations from the veterans' advisory board to determine the appropriate services
needed for local indigent veterans;
NOW, THEREFORE, BE IT ORDAINED that the Whatcom County Council hereby
creates and establishes the Whatcom County Veterans Advisory Board as set forth in Exhibit A
attached hereto, with this ordinance to be codified as Whatcom County Code Chapter 2.150,

Chapter 2.150
WHATCOM COUNTY VETERANS' ADVISORY BOARD
2.150.010 Established.
There is hereby established the Whatcom County Veterans' Advisory Board.
2.150.020 Purpose.
The board is created pursuant to RCW 73.08.035 to advise the County Council on the
needs of local indigent veterans, the resources available to local indigent veterans, and
programs that could benefit the needs of local indigent veterans and their families. The County
Council and County Executive shall consult with and solicit recommendations from the advisory
board to determine the appropriate services needed for local indigent veterans.
2.150.030 Qualifications.
Only veterans who are residents of Whatcom County are eligible to serve as board
members. No fewer than a number constituting a majority of the board members shall be
members from nationally recognized veterans' service organizations. The County Council and
County Executive shall solicit representatives from either local branches of nationally
recognized veterans' service organizations or the veterans' community at large to serve on the
board.
2.150.040 Appointment and Membership.
Members of the board shall be appointed by the County Executive and confirmed by the
County Council. The board shall consist of up to 9 members, appointed to terms of 4 years. A
majority of that number of potential members must be present at any meeting to constitute a
quorum for purposes of conducting business. Members may be reappointed and confirmed in
the same manner as provided herein for initial appointment.
2.150.050 Compensation.
Service on the board is voluntary. The County Council may provide for reimbursement
to board members for appropriate qualified expenses, consistent with County procedures and
policies for such reimbursement.
