AMENDING ORDINANCE NO. 82 -109
AN ORDINANCE RECONSTITUTING THE EMERGENCY
MEDICAL AND AMBULANCE ADVISORY BOARD
WHEREAS, Whatcom County and the City of Bellingham have successfully operated a countywide
emergency medical transportation system for many years, and
WHEREAS, the rural and municipal fire departments throughout the county have joined together in
a mutual aid agreement to strengthen cooperation and assistance in emergency medical situations,
and
WHEREAS, the Whatcom County Emergency Medical Services Working Group has proposed
changes to the duties and composition of the Emergency Medical and Ambulance Advisory Board:

THEREFORE, BE
IT
ORDAINED that Ordinance 82 -109 (codified in Whatcom County
Code as Chapter 5.04.080)
be
amended as follows:
1) There is created a joint, cooperative Emergency Medical and Ambulance Advisory Board
consisting of the following personnel:

C. One Mayor of an incorporated city, other than Bellingham, selected by the Small Cities
D. One Bellingham City Council Member The Fire Chief er, if so three.«, the Fire

E. The Chair of the Whatcom County Council or his/her designee The ` hgty
F. Four Fire District Commissioners (one from each region — north, south, east, west) The
G. One Fire Chief selected by Whatcom County Fire Chiefs' Association (advisory only)

The Whatcom County Executive shall serve as chairperson of the Board, unless the Board shall elect
at a meeting another of its members as chairperson.
2) Duties Of The Board:
The board shall:
A. Act to coordinate and improve ambulance and related medical transportation services
throughout Whatcom County
B. The Board shall bBe the primary agency for settling disputes between ambulance services
and government agencies operating ambulance services, throughout Whatcom County
C. Make budgetary recommendations for ambulance services.
D. T4e4Beard-skakl dvise the Council and other agencies on improvements to ambulance
services
F. Hold at least two public meetings each year with the primarypuroose of:
(1) Sharing progress and accomplishments from previous Year (March/April
meeting); and
(2) Reviewing and commenting on proiected budget and goals for the new year
(Au ug st/September meeting).
3) The Chairperson of the Board may call the
Board into session
on
his/her own motion, and the
Chairperson shall convene the Board when
requested to do so
by
a participating agency.
ADOPTED this 14 day of February, 2006.
