ORDINANCE NO. 2005 -062
AN ORDINANCE ESTABLISHING A HOMELESS HOUSING FUND FOR PROGRAMS
WHICH DIRECTLY ACCOMPLISH THE GOALS OF THE COUNTY'S HOMELESS
HOUSING PLAN
WHEREAS, The Washington State Legislature passed substitute house bill 2163 this year to provide
funding for preventing and ending homelessness in the state of Washington; and,
WHEREAS, substitute house bill 2163 implements a surcharge of ten dollars on recorded documents,
2% of the surcharge shall be retained by the County Auditor as a collection fee, 60% of the
remainder shall be deposited to a fund that must be used to accomplish the purposes of substitute
bill 2163, the remaining funds shall be remitted to the state treasurer for deposit in the homeless
housing account;
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that a new fund be
hereby established, entitled Whatcom County Homeless Housing Fund.
The auditor shall deposit such funds as are described in a new section o£RCW 36.22, pertaining
to the homeless housing surcharge, that are allocated to the county. These funds must be used by
the county to accomplish the goals of the county's homeless housing plan, except that six percent
may be used by the county for administrative costs related to its homeless housing plan.
