Amend 2007Annual Construction Program to provide $200,000 in design funds for "West Illinois/Timson Way ".
This project will involve constructing a new roadway from Marine Drive to the existing terminus of West Illinois Street.

AMENDING THE WIIATCOM COUNTY
2007 ANNUAL ROAD CONSTRUCTION PROGRAM
WHEREAS, pursuant to RCW 36.81.130, the Whatcom County Engineer did file with the
Whatcom County Council, a recommended plan for laying out, construction, maintenance and
special maintenance of county roads for the fiscal year of 2007; and
WHEREAS, the Whatcom County Council held a public meeting on the 24°i day of
October, 2006, and adopted the 2007 Annual Construction Program, Resolution 2006 -064; and
WHEREAS, actions during 2007 are proposed to move forward with preliminary work to
build a new roadway from West Illinois to Marine Drive on Timson Way; and
WHEREAS, an amendment to the 2007 Annual Construction Program is required in order
to proceed with such actions.
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County 2007 Annual
Construction Program is hereby amended as follows:
Add project item number #32 - West Illinois/Timson Way to the 2007 Annual
Construction Program to provide $200,000 in preliminary engineering.
BE IT FURTHER RESOLVED that no changes be made in the program without the
unanimous vote of the Whatcorn County Council; and
BE IT FURTHER RESOLVED that the County Engineer is directed to prepare the
appropriate forms for the Amended 2007 Annual Construction Program and file a copy of the same
with the County Road Administration Board and the State Secretary of Transportation.

Project Narrative:
This project is located just northeast of Bellingham's city limits in
Section 23, T 38N, R 2E. The project will involve constructing a new
roadway from Marine Drive to the existing terminus of West Illinois
Street. The new roadway will be an urban section composed of two —
12 foot lanes, two -- 5 foot bike lanes, and a 5.5 foot sidewalk on one
side. This project is listed 920 on the 2007 — 2012 Six Year
Transportation Improvement Program.
