Attached is an ordinance amending Ordinance 2007 -023 adopted 3/27/07 to remove an additional stop sign and clarify existing temporary one -way detours to assure continuous traffic flows for the duration of the Cable Street Reconstruction project. Public Works- Stormwate r INTRODUCTION DATE: May 8, 2007 1 ORDINANCE NO. 2007 -027 2 3 AMENDMENT TO ORDINANCE NO. 2007-023 TO AUTHORIZE REMOVAL OF AN 4 ADDITIONAL STOP SIGN AND CLARIFY EXISTING TEMPORARY ONE -WAY 5 DETOURS RELATED TO CABLE STREET RECONSTRUCTION COUNTY ROAD 6 PROJECT (CRP) 999022 7 8 WHEREAS, Ordinance No. 2007 -023 was adopted on March 27, 2007, for establishing two 9 temporary one -way detours in relation to the Cable Street Reconstruction project; and 10 11 WHEREAS, Ordinance No. 2007 -023 designated specific streets and indicated one -way 12 traffic flow patterns in the project area with regard to the importance of stormwater management in 13 the Lake Whatcom Watershed and public safety improvements; and 14 15 WHEREAS, RCW 46.61.135 authorizes the designation of one -way roadways; and 16 17 WHEREAS, further review and consideration of the likely traffic flow patterns has revealed 18 the need for a couple of additional changes in the traffic controls for the area surrounding the 19 construction zone; and 20 21 WHEREAS, the Lake Whatcom Watershed window for construction is May 1 through 22 September 1; and 23 24 WHEREAS a map of the construction area and temporary one -way routes are included in 25 this ordinance as attachment Exhibit "A'; and 26 27 NOW, THEREFORE, BE IT ORDAINED that the Whatcom County Council, in relation 28 to the Cable Street Reconstruction project and as enabled by RCW 46.61.135, amends Ordinance 29 2007 -023 establishing the two temporary one -way detour routes for the duration of construction 30 during the Lake Whatcom Watershed window of May 1, 2007, through September 1, 2007, to read 31 as follows: 32 33 The westbound route will begin at the intersection of Lake Whatcom Boulevard and 34 Coronado Avenue and will follow northwesterly to detour through the residential neighborhood 35 north of Cable Street where it shall begin continue northwesterly on to Lakeway Drive at the 36 intersection of Cable Street and Lakeway Drive a-s-t wS t, and 37 continue until the intersection of Lakeway Drive and Terrace Avenue. The eastbound route will 38 begin at the intersection of Lakeway Drive and Terrace Avenue and will travel tmv-e4 39 through the residential neighborhood to the south where it shall begin continue at the intersection 40 of Cable Street and Lakeview Street by redirecting traffic in a southerly direction down Lakeview 41 Street; at the intersection of Lakeview Street and Fremont Street, the detour shall continue in the 42 easterly direction down Fremont Street until reaching the intersection of Coronado Avenue and 43 Fremont Street, and at this intersection the detour shall turn north down Coronado Avenue to the 44 intersection of Lake Whatcom Boulevard and Coronado Avenue where it shall terminate.
