Attached is an ordinance designating temporary one-way detours related to the Cable Street Reconstruction project as authorized

3 AN ORDINANCE ESTABLISHING TEMPORARY ONE -WAY DETOURS RELATED TO
4 THE CABLE STREET RECONSTRUCTION PROJECT
5
6 WHEREAS, in 1999, the Cable Street Reconstruction project was added to the 6 -year
7 Transportation Improvement Program (TIP) as CountyRoad Project (CRP) 999022; and
8
9 WHEREAS, the Cable Street Reconstruction project is necessary with regard to the
10 importance of stormwater management in the Lake Whatcom Watershed and public safety
11 improvements; and
12
13 WHEREAS, on November 23, 2005, the Whatcom County Council approved Wilson
14 Engineering, LLC to prepare plans, specifications, and estimates for Cable Street reconstruction;
15 and
16
17 WHEREAS, RCW 46.61.135 authorizes the designation of one -way roadways; and
18
19 WHEREAS, the Lake Whatcom Watershed window for construction is May 1 through
20 September 1; and
21
22 WHEREAS, Wilson Engineering, LLC recommends the establishment of temporary one -
23 way detours to remain in effect for the duration of the Cable Street Reconstruction project in order
24 to complete the work within the watershed window for construction and in the interest of public
25 safety; and
26
27 WHEREAS a map of the construction area and temporary one -way routes are included in
28 this ordinance as attachment Exhibit "A "; and
29
30 WHEREAS, on March 27, 2007, the Whatcom County Council passed a resolution for a
31 public hearing to be held on April 10, 2007, at the regular Whatcom CountyCouncil meeting, for the
32 establishment of temporary one -way detours in relation to the Cable Street Reconstruction project.

34 NOW, THEREFORE, BE IT ORDAINED that the Whatcom County Council, in relation
35 to the Cable Street Reconstruction project and as enabled by RCW 46.61.135, establishes two
36 temporary one -way detour routes for the duration of construction which shall occur within the Lake
37 Whatcom Watershed construction window of May 1, 2007, through September 1, 2007. The
38 westbound route will detour through the residential neighborhood north of Cable Street where it
39 shall begin at the intersection of Cable Street and Lakeway Drive as traffic flows in a northwesterly
40 direction, and continue until the intersection of LakewayDrive and Terrace Avenue. The eastbound
41 route will travel through the residential neighborhood to the south where it shall begin at the
42 intersection of Cable Street and Lakeview Street by redirecting traffic in a southerly direction down
43 Lakeview Street; at the intersection of Lakeview Street and Fremont Street, the detour shall continue
44 in the easterly direction down Fremont Street until reaching the intersection of Coronado Avenue
45 and Fremont Street, and at this intersection the detour shall turn north down Coronado Avenue to
46 the intersection of Lake Whatcom Boulevard and Coronado Avenue where it shall terminate. A
47 detailed map of the temporary traffic detour is contained within the attached Exhibit "A" and
48 incorporated herein by reference.

50 BE IT FURTHER ORDAINED that the Whatcom County Council authorizes the
51 temporary removal of the following stop signs in relation to the Cable Street Reconstruction project:

53 Road Name Direction - Stopping Cross Street
54 Coronado Avenue Eastbound Fremont Street
55 Fremont Street Eastbound Austin Street

57 Both of the above stop signs are located in the NE quarter of Section 34, Township 38 North, and
58 Range 3 East WNI The stop signs will be temporarily removed and placed in storage no sooner
59 than Ma .4%aAf h,q;d replaced at their original locations no later than September 1, 2007.

1. THE CONTRACTOR IS SOLELY RESPONSIBLE FOR

CONTROL MEASURES NECESSARY TO ASSURE THE
CONTINUED SAFE AND EFFICIENT MOVEMENT OF
TRAFFIC THROUGH AND AROUND THE PROJECT AREA
INCLUDING THE RELATED DETOURS.
2. MODIFICATIONS TO THE TRAFFIC CONTROL PLAN ARE
PERMITTEO IF THE CHANGES IMPROVE TRAFFIC
SAFETY AND EFFICIENCY. CONTRACTOR IS
RESPONSIBLE FOR MAINTAINING AN UP -TO -DATE
TRAFFIC CONTRDL PLAN THAT REFLECTS ALL
CHANGES.
3. TRAFFIC CONTROL MEASURES SHALL COMPLY WITH
THE MANUAL ON UNIFDRM TRAFFIC CDNTRDL
DEVICES (MUTCO) 2003 EDITION, THE 2606 WSDOT
STANDARD SPECIFICATIONS, THE WSDOT SIGN
MANUAL AND THE LATEST EDITIDN OF THE WSDOT
STANDARD PLANS.
4. CONSTRUCTION IS EXPECTED TO REQUIRE DETOURING
TRAFFIC AROUNO THE CONSTRUCTION AREA BETWEEN
LAKEVIEW ST. AND LAKE WHATCOM BDULEVARO. THE
TRAFFIC CONTROL PLAN FOLLOWS THE GENERAL
REQUIREMENTS OF WSDOT STANDARD PLAN K -2.
5. THE DETOUR DEPICTED SHALL REMAIN IN PLACE 24
HOURS PER DAY.
6. CONTRACTOR SHALL MAINTAIN LOCAL ACCESS TO ALL
PROPERTY DURING CONSTRUCTIDN. OBTAIN
PROPERTY DWNER APPROVAL PRIOR TO STARTING
ANY WORK THAT WILL DELAY OWNER ACCESS MORE
THAN 15- MINUTES.
7. WITHOLI7 EXCEPTION. THE CONTRACTOR SHALL
MAINTAIN ACCESS TO THE FIRE STATION AT ALL
TIMES. REFERENCE SPECIFICATIONS FOR SPECIFIC
TRAFFIC CONTROL MEASURES RELATED TO FIRE
STATION.
B. WHEN SCHOOL IS IN SESSION, NOTIFY THE SCHOOL C
OLSTRICT OF CDNSTRUCRON OPERATIONS. TAKE
STEPS REOUIREO TO MAINTAIN BUS AND STUDENT
DRDP -OFF TRAFFIC. IF ALTERNATIVE BUS ROUTING
REQUIRED, PROVIDE SIGNAL£ AND OTHER
TEMPORARY MEASURES TO ASSURE STUDENT SAFETY.
9. NOTIFY WHATCDM TRANSPORTATION AUTHORITY (WTA)
OF CONSTRUCTION. CABLE STREET IS ON A W A
BUS ROME THAT WILL REQUIRE REROUTING OR
SPECIAL TRAFFIC CONTROL.
10. MAINTAIN PEDESTRIAN ACCESS ACROSS CABLE
STREET THROUGHDU PROJECT AT ALL CROSS
STREET (LAKEWODO, GENEVA AND AUSTIN), NOTIFY
ENGINEER IF CROSS- STREET CLOSURE REQUIRED.
11]. IF ADDITIONAL SIGNAGE IS REQUIRED BEYOND THAT
SHOWN, THE CONTRACTOR SHALL PROVIDE AT NO
ADDITONAL COST.
12. TRAFFIC CONTROL INCLUDES CERTIFIED FLAGGERS
NECESSARY TO ASSURE MAINTAINING SAFE TRAFFIC
FLOW THROUGH AND ARDUND THE PROJECT AREA
AND THE RELATED DETOURS,
13. WHEN DETOUR LS IN PLACE, INSTALL TYPE 3
BARRICADE PER WSDDT STD PLAN H -2 AT EAST
AND WEST END OF PROJECT AND AT THE
INTERSECTING CROSS STREETS. INSTALL FOUR
FLASHING WARNING LIGHTS (TYPE A. MUTCD).
14. MODIFY EX=NG REGULATORY TRAFFIC CONTROL
DEVICES FOR THE DURATIDN OF THE DETOUR.
15. REFERENCE SIGN LEGEND FOR ALL SIGNS NOT
SPECIFICALLY DEPICTED ON THE PLAN.
16. ALL SIGNS SHALL BE POST MOUNTED. COLOR SHALL
BE BLACK ON ORANGE UNLESS NOTED OTHERWISE
17. CONTRACTOR SHALL INSTALL TEMPORARY SPEED
BUMPS AT LOCATIONS ALONG THE DETOUR ROUTE
DETERMINED BY THE ENGINEER.
1B. CONTRACTOR SHALL INSTALL TEMPORARY ELECTRONIC
SPEED DETECTION AND DISPLAY EQUIPMENT AT
LOCATIONS HANG THE DETOUR ROUTE DETERMINED
BY THE ENGINEER.
19. PROBABLE REQUIRED FLAGGING SITES SHOWN
REFLECT LIKELY AREAS WHERE FLAGGING WALL BE
REQUIRED. ADDITIONAL FLAGGING EXPECTED.
