ORDINANCE NO . 2009 - 017
ESTABLISHING WHATCOM COUNTY
VOTING PRECINCTS
WHEREAS, there have been numerous annexations by cities within Whatcom County
over the past several years which require precinct boundary changes; and
WHEREAS, state law mandates in R. C .W. 29 . 16 . 050 (2) that every voting precinct shall
be composed, as nearly as practicable, of contiguous and compact areas ; and there have been
annexations by Lynden City that caused precinct 126 to be divided requiring the creation of a
new precinct, 157 ; and
WHEREAS , the City of Blaine has redrawn the ward boundaries for the three wards of
the Blaine City; and
WHEREAS, the County Auditor has discovered errors in legal descriptions of some
precinct boundaries; and
WHEREAS , some legal descriptions of precinct boundaries need updating through
elimination of references to obsolete landmarks and more precise boundary descriptions; and
WHEREAS, a single County ordinance establishing the legal boundaries for all precincts
within Whatcom County is needed to promote simplicity, uniformity and to facilitate recording
subsequent precinct boundary changes; and
WHEREAS , state law mandates in RCW 29 . 04 . 040 (2) that no precinct boundaries may
be changed during the period starting on the thirtieth day prior to the first day for candidates to
file for the primary election and ending with the day of the general election; and
WHEREAS , the first day for candidates to file in person is June 1st, 2009 and the
precinct boundaries must be established by May 1st, 2009 and time is needed for the necessary
procedural steps such as legislative authority approval, notification of voters, production of
maps, and notification to the Secretary of State.

NOW THEREFORE, BE IT ORDAINED that:
1 . All ordinances or portions thereof establishing voting precinct boundaries in Whatcom
County enacted prior to this ordinance are hereby repealed.
2. A single new ordinance establishing all voting precincts in Whatcom County is hereby
enacted effective April 10th, 2009 and shall read as set forth in the attached Exhibit "A" , which is
fully incorporated herein.

Beginning at the point in Sec 33 , T 41 N , R 3W, where the international boundary line intersects
the meander line at the west side of Georgia Strait; then southerly and easterly along the
meander line and continuing northerly along the meander line of the west side of Boundary Bay
