AN AMENDMENT TO RESOLUTION NO. 2008-077
A RESOLUTION IN THE MATTER OF ADOPTING A SALARY SCHEDULE AND
POLICIES FOR UNREPRESENTED WHATCOM COUNTY EMPLOYEES EFFECTIVE
JANUARY 1 , 2011
WHEREAS , a RESOLUTION in the Matter of Adopting a Salary Schedule and Policies
for Unrepresented Whatcom County Employees for the years 2009 and 2010 was adopted
November 12 , 2008 ; and ,
WHEREAS , the County is experiencing impacts of the recession ; and ,
WHEREAS , reducing expenditures for compensation of non-represented employees is
certified by this RESOLUTION as an integral part of the County's expenditure reduction efforts ;
and
WHEREAS , it is in the best interests of the County to handle any needed changes to
the Unrepresented Resolution via an amendment focusing on budgetary-driven changes ;
NOW, THEREFORE , BE IT RESOLVED, that the Council intends that the
Administration will apply the following amendments to the 2009/2010 Unrepresented
Resolution which shall become effective January 1 , 2011 ;
AND FURTHER, BE IT RESOLVED :
2 . Non -Represented Salary Matrices
The following salaries will be frozen at the 2010 matrix rate : Department Head ,
Management, Professional/Supervisory, Support, and all Binding Arbitration matrices .
3. Other Non-Represented Positions
Court Commissioners and Flat Rate Positions salaries will be frozen at the 2010 matrix rate .
4. 1 Step Movement. All step movement is suspended for 2011 .
4. 2 Reclassification or Promotion . All Skill Enhancement Program and career path
movement is suspended for 2011 .
4. 3 Realignment. All realignments are suspended for 2011 .
4. 13 Nomination for Merit Step. All merit step nominations are suspended for 2011 .

4. 14 Binding Arbitration Adjustment. Salaries for Sheriff's Office unrepresented
employees will be frozen at the 2010 matrix rate .
6.2 Vacation . Vacation carryover forfeiture for 2010 will be determined at the end of
the December 26 , 2010 — January 8 , 2011 pay period and for 2011 at the end of the
December 25 , 2011 — January 7 , 2012 pay period .
6 . 3. 1 Personal Holiday. In recognition of being the first employee group to take eighty
(80) hours of mandatory unpaid furlough , all non-represented employees shall receive one
personal holiday, equivalent to their FTE , in 2011 and in 2012 . This is beyond what is
stated in the 2009/2010 Unrepresented Resolution .
6 .4. 5 Paid Time Off Bank Carryover/Cashout. PTO carryover forfeiture for 2010 will be
determined at the end of the December 26 , 2010 — January 8 , 2011 pay period and for 2011
at the end of the December 25 , 2011 — January 7 , 2012 pay period .
8 . 2. 1 Medical Contribution Cap. For 2011 , the County will contribute for each
employee , up to $945 per month for medical coverage under the Cap Plan . The Cap
amount will be up to $ 1 , 039 . 50 in 2012 .
Voluntary Unpaid Furloughs . Whatcom County certifies that non-represented employees
taking unpaid furlough are doing so as an integral part of the employer's expenditures
reduction efforts .
EFFECTIVE DATE . All changes in this amendment shall become effective on January 1 ,
2011 and shall remain in effect until rescinded , except where noted otherwise and except that
any further changes may be retroactively applied as approved by the County Council .
AND FURTHER, THEREFORE , BE IT RESOLVED, that Resolution No . 2008-077 is
hereby amended effective January 1 , 2011 , and • this Resolution shall become effective that
same date
