RESOLUTION NO . 2010- 024
IN SUPPORT OF CONTINUING THE
MULTI-AGENCY COORDINATION CENTER IN WHATCOM COUNTY
WHEREAS, Whatcom County shares a land and maritime border with
Canada , necessitating mutual cooperation and coordination among local , state ,
tribal , federal and foreign government agencies with regard to preventing and
controlling border- related criminal activity , terrorism , public health matters and
other emergency management issues ; and
WHEREAS, Whatcom County is home to numerous strategic assets and
critical infrastructure vital to the economic well - being and security of our state and
nation ; and
WHEREAS, Whatcom County has experienced border- related incidents and
events of local and national significance and regularly provides assets to support
the Department of Homeland Security and other federal agencies in furtherance of
their mission of securing the international border and preventing terrorism ; and
WHEREAS, there exists a high level of inter- agency cooperation and support
among municipal , tribal , county , state and federal agencies ; and
WHEREAS, there is a need for effective coordination and communication
among all public safety and government agencies as well as private - sector
partners ; and
WHEREAS, significant funding and resources have been dedicated to the
establishment of a coordination center supporting law enforcement, emergency
management and national security operations within Whatcom County ; and
WHEREAS, the " 2010 Olympics Coordination Center" was successful in its
mission of synchronizing federal , tribal , state , local and Canadian Security Partners
in providing a safe , secure Washington State and northern border region in
conjunction with the 2009 World Police & Fire Games and 2010 Olympics &
Paralympics Games ; and
WHEREAS, the 2010 Olympics Coordination Center was described by
officials of the Department of Homeland Security as a " model of cooperation " for
local , state and federal authorities ;
NOW, THEREFORE BE IT RESOLVED that the Whatcom County Council ,
together with the Whatcom County Executive and the Whatcom County Sheriff,
support Washington State , United States Congressional , and United States
Department of Homeland Security efforts to continue and maintain a multi - agency
coordination center as developed for the 2010 Olympic Winter Games as permanent
infrastructure in Whatcom County , WA .
