The Whatcom County Comprehensive Solid & Hazardous Waste Management Plan lays out a recommended
plan for waste reduction and recycling in the County. Recommended changes from the Solid Waste Advisory
Committee have been implemented into the plan. The initial public comment period has been completed and
the CS&HWMP has been recommended for Council approval by the Department of Ecology.

RESOLUTION NO . 2010-010
A RESOLUTION ADOPTING AN UPDATED COMPREHENSIVE SOLID AND HAZARDOUS WASTE
MANAGEMENT PLAN FOR WHATCOM COUNTY
WHEREAS, Whatcom County has prepared a proposed draft comprehensive Solid and
Hazardous Waste Management Plan dated 2008, as directed by RCW 70 . 95 . 110 and RCW
70 . 105 . 220 regulations; and
WHEREAS, the 2008 draft Plan incorporates significant revisions to the 1999
Comprehensive Solid Waste Management Plan and is combined with the 1991 Hazardous
Waste Management Plan ; and
WHEREAS, such draft Plan has been developed by the Whatcom County Department of
Public Works in cooperation with the Solid Waste Advisory Committee; and
WHEREAS, the draft Plan was submitted to the Department of Ecology for its comment
as required by law; and
WHEREAS, environmental review has been conducted on the Plan to comply with the
State Environmental Policy Act, and a Determination of Non-Significance ( DNS ) was issued ; and
WHEREAS, certain revisions and amendments have been proposed by the Department
of Ecology and others to the 2008 draft Plan ; and
WHEREAS, the County Council has reviewed the 2008 draft Plan and certain proposed
amendments to that Plan , with those amendments originating from several sources, including
but not limited to the Department of Ecology, the public, and the Department of Public Works,
and which plan and amendments were circulated to the Solid Waste Advisory Committee for
review and comment, with the comments having been provided to and reviewed by the
Council ;
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that it adopts the
comprehensive Solid and Hazardous Waste Management Plan attached hereto and by this
reference incorporated herein . Said Plan as hereby adopted includes the amendments and
changes to the 2008 draft Plan as shown in the attached Exhibit A . As finally approved, the plan
is, in the opinion of the Council, fully responsive to the needs of Whatcom County and in
compliance with applicable laws and regulations .
BE IT FURTHER RESOLVED that the adopted Plan shall be submitted , as required by law,
to the Department of Ecology for post-adoption review. The Plan shall become effective forty-
five (45 ) days from the date of submittal unless the Department of Ecology requires further
amendments or changes.
