Request funding from the Lincoln Road Construction Fund :
( 1 ) To appropriate $3 ,900,000 for completion of Preliminary Engineering ($ 100,000), Right-of-Way
acquisition costs ($700 ,000) and Construction costs ($3 , 100 ,000) for the Lincoln Road (Phase I) project.
From the Road Fund :
(2) To appropriate $ 1 ,500,000 to fund a transfer to the Lincoln Road Construction Fund for completion of
Preliminary Engineering, Right-of-Way acquisition costs, and County funding of construction costs .

15 WHEREAS , Whatcom County Public Works will be reconstructing Lincoln Rd ( Phase I) from
16 Shintaffer Rd . to Harborview Road to include 12-foot lanes, 8-foot shoulders, storm sewers, stormwater
17 treatment swales, and left turn lanes on Lincoln Rd . and Harborview Rd . ; and

19 WHEREAS , Whatcom County has previously expended $ 835 , 267 . 35 for said project ; and

21 WHEREAS , Preliminary Engineering and Right- of- Way acquisition must be completed
22 prior to construction of the project ; and

24 WHEREAS , RAP funding is available from the State for these purposes ,
25
26 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that the
27 following capital budget appropriation is hereby approved :
