14 WHEREAS, residents of Point Roberts have approached the County Executive regarding their
15 desire for a better line of communication between the citizens, the Executive and the County
16 Council, and,
17
18 WHEREAS, residents of Point Roberts have expressed their desire to create and organize a
19 committee designed to provide advice and recommendation to the Executive and County Council
20 regarding needs and issues specific to the Point Roberts Community, and,
21
22 WHEREAS, such a committee can utilize its ties to the community in order to identify community
23 needs and to develop and propose methods to address those needs,
24
25 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that this ordinance be
26 adopted to establish The Point Roberts Community Advisory Committee.

AN ORDINANCE RELATING TO
ESTABLISHING A POINT ROBERTS COMMUNITY ADVISORY COMMIITEE

SECTION . 010 There is hereby established the Point Roberts Community Advisory Committee .
SECTION . 020 The committee is created to provide advice and recommendation to the
Executive and to the Council regarding needs and issues specific to the Point Roberts
community .
SECTION . 030 The committee shall utilize its ties to the community in order to identify
community needs and to develop and propose methods to address those needs .
SECTION . 040 The committee shall consist of the following individuals :
1 . One representative from each of the following: the Point Roberts Taxpayers' Association,
the Point Roberts Voters' Association, the Point Roberts Chamber of Commerce .
2 . Two representatives, to be appointed by the Executive
Member terms will be two years, provided that the terms of members first appointed
will be staggered so that two of the committee members shall be appointed for one year.
SECTION 0 . 50 Meetings of the committee shall be open and accessible to the public and shall
comply with the requirements of the Open Public Meetings Act. The committee shall
determine its meeting schedule, but shall meet at least quarterly . At every meeting, the
committee will schedule an open session to take public comment on issues consistent with the
charge of the committee . Written and audio records of meetings, resolutions, findings and
recommendations shall be kept and such records shall be public. The committee shall adopt its
own rules and procedures for the conduct of business . The committee shall elect a
chairperson from among its members who shall preside at its meetings .
SECTION 0 . 60 The County may provide staffing based on the Committee's timely
notification of staffing needs at its meetings . The committee is authorized to request
from the executive' s office information from administrative departments .
