6 RESOLUTION NO. 2011 -032
7 DISSOLVING THE CITIZEN 'S TASK FORCE FOR THE LUMMI ISLAND FERRY

9 WHEREAS, in an effort to promote a collaborative public process and transparency
10 in governance, Lummi Island residents requested an opportunity to participate in dialogue
11 with Whatcom County in decisions regarding Lummi Island ferry service and fares ; and
12
13 WHEREAS, the Whatcom County Council approved Resolution 2010- 046 on
14 November 23 , 2010 , forming the Citizen 's Task Force for the Lummi Island Ferry in
15 response to the residents' request to participate in ferry decisions ; and
16
17 WHEREAS, the Task Force mission was to examine the future of Lummi Island ferry
18 service and make recommendations for its ongoing beneficial operation ; and
19
20 WHEREAS, the Task Force held regular open meetings from January through July
21 2011 on Lummi Island and in other locations in Whatcom County ; and
22
23 WHEREAS, the Task Force worked diligently and collaboratively with the Lummi
24 Island residents, Whatcom County councilmembers, Whatcom Chief crew members , and
25 Whatcom County staff; and
26
27 WHEREAS, the Task Force specifically examined and considered the elements
28 specified in Resolution 2010 - 046 , including revenue sources, historical data and projections,
29 similar ferry operations in other jurisdictions, operations versus capital expenditures, ferry
30 accounting , capital needs, transportation needs , and economic impact of the ferry ; and
31
32 WHEREAS, the Task Force presented its final report to the Whatcom County Council ,
33 Whatcom County Executive, and general public at the Whatcom County Council Meeting of
34 August 9 , 2011 ; and
35
1 WHEREAS, the Task Force successfully and comprehensively completed its mission
2 as set forth by the County Council in Resolution 2010 - 046 .

4 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council shall
5 dissolve the Citizen 's Task Force for the Lummi Island Ferry .
