Proposed amendment for Resolutions No. 2008-077 (2009/2010 Unrepresented Resolution) and 2010-053
(2011 Unrepresented Resolution Amendment) to be effective January 1, 2012.

AN AMENDMENT TO RESOLUTIONS NO . 2008-077 & 2010-053
A RESOLUTION IN THE MATTER OF ADOPTING A SALARY SCHEDULE AND
POLICIES FOR UNREPRESENTED WHATCOM COUNTY EMPLOYEES EFFECTIVE
JANUARY 1 , 2012
WHEREAS , a RESOLUTION in the Matter of Adopting a Salary Schedule and Policies
for Unrepresented Whatcom County Employees for the years 2009 and 2010 was adopted
November 12 , 2008 ; and ,
WHEREAS , an amendment, effective January 1 , 2011 to the 2009 - 2010 Resolution
was adopted December 7 , 2010 ; and ,
WHEREAS , the County is continuing to experience impacts of the recession ; and ,
WHEREAS , reducing expenditures for compensation of non-represented employees is
certified by this RESOLUTION as an integral part of the County's expenditure reduction efforts ;
and
NOW, THEREFORE , BE IT RESOLVED, that the Council intends that the
Administration will follow the 2009 - 2010 Unrepresented Resolution as amended effective
January 1 , 2011 and will apply the following additional amendments which shall become
effective January 1 , 2012 ;
AND FURTHER, BE IT RESOLVED :
2. 1 Exhibit A - Department Head Supplemental Compensation Replacement. This
section will only be applicable to department heads currently receiving compensation under
Executive Order 2004-03 (Supplemental Compensation Allowance) , and only addresses
compensation , not reimbursables ( ie : use of personal vehicle , cellular phone , pager) .
These designated individuals will be assigned by the County Executive to a sub-range
which provides the same monthly amount as currently being paid as compensation (not
reimbursables) under the Executive Order. The sub-range is in recognition of previously
negotiated compensation based on multiple assignments , varied duties , working far beyond
the hours required in a regular work week, evening meetings , and responding to
emergencies in order to minimize the cost of administration and provide the greatest
flexibility for the County. Such employees will not be eligible for Interim Assignment Pay
(section 4 . 6) , Emergency Response Pay (section 4 . 10) or Paid Administrative Leave
(section 4 . 5) .

4. 1 Step Movement. All step movement is suspended for 2012 .
4.2 Reclassification or Promotion . All Skill Enhancement Program and career path
movement is suspended for 2012 .
4. 3 Realignment . All realignments are suspended for 2012 .
4. 13 Nomination for Merit Step . All merit step nominations are suspended for 2012 .
Voluntary Unpaid Furloughs . Whatcom County certifies that non-represented employees
taking unpaid furlough are doing so as an integral part of the employer' s expenditure
reduction efforts .
EFFECTIVE DATE . All changes in this amendment shall become effective on January 1 ,
2012 and shall remain in effect until rescinded , except where noted otherwise and except that
any further changes may be retroactively applied as approved by the County Council .
AND FURTHER, THEREFORE , BE IT RESOLVED , that Resolutions No . 2008-077
and 2010-053 shall remain in effect except as hereby amended effective January 1 , 2012 , and
this Resolution shall become effective that same date .
