RESOLUTION NO. 2011 -040
A RESOLUTION OF THE WHATCOM COUNTY COUNCIL
RESOLVING TO PROVIDE A CONSISTENT APPROACH IN COUNTYWIDE
RECOGNITION OF INDIVIDUALS OR GROUPS RESULTING IN A COUNCIL
CHAMBER ARMREST PLACARD
WHEREAS , this resolution is intended to establish guidelines for the issuance of
formal recognition in the form of a council chamber armrest placard to recognize a particular
individual or group for extraordinary public service .
BE IT RESOLVED, the County will maintain a public service recognition program as
prescribed below :
No more than twice annually , the Executive will nominate an individual or group to the
county council for consideration and approval of a recognition armrest placard that meets the
following criteria :
1 . Recognition of an individual or group for exceptional public service with a
primary emphasis on a County target issue
2 . Recognition of an individual or group for extraordinary public service
accomplishments that resulted in wide public benefit for the community of
Whatcom County
3 . Recognition for individual or group accomplishments that significantly improve
the overall quality of life in Whatcom County
4 . Recognition for individual or group who promotes and symbolizes citizenship
and dedication to our community
5 . Political causes or messages will not be considered

6 . Plaques will meet a consistent format, size and appearance as established by the
Executive and coordinated with the Administrative Services Facilities division
7 . Armrest placards will be presented at County Council meetings ; and
NOW THEREFORE BE IT FURTHER RESOLVED , that this resolution shall
remain in full force and effect until such time that a new resolution of the County of
Whatcom' s County Council is adopted replacing this resolution.
