This resolution expresses the sCouncil's upport of the National Conservation Area designation for the Bureau of. Land Management lands in the San
Juan Islands including the Bureau of Land Management lands in Whatom County.

RESOLUTION # 2011 -028
SUPPORTING THE DESIGNATION OF BUREAU OF LAND MANAGEMENT
LANDS IN THE SAN JUAN ISLANDS A NATIONAL CONSERVATION
AREA INCLUDING CHUCKANUT ROCK, LUMMI ROCKS, AND CARTER
POINT IN WHATCOM COUNTY
WHEREAS , the Bureau of Land Management ( BLM ) owns ,
approximately 1 , 000 acres of scattered tracts of land in the San Juan Islands
including rocky headlands and islets in San Juan County, Skagit County and
Whatcom County ; and
WHEREAS , BLM lands in Whatcom County are comprised of Carter
Point on the southern tip of Lummi Island , Lummi Rocks off the west shore
of Lummi Island , and Chuckanut Rock in Chuckanut Bay south of
Bellingham ; and
WHEREAS, these three BLM parcels are of great value to the citizens
of Whatcom County as scenic and ecologically important sites ; and
WHEREAS , Lummi Rocks and Carter Point are located in close
proximity to the Washington State Department of Natural Resources Lummi
Island Natural Resource Conservation Area , an area conserved by the State
of Washington for its ecological values including important raptor habitat ;
and
WHEREAS , Chuckanut Rock is located in Chuckanut Bay , a high value
scenic, recreational , and ecological area that includes state , county and city
park land as well as land with conservation easements ; and
WHEREAS , the Congressional National Conservation Area ( NCA)
designation process allows citizens of Whatcom County to have considerable
input into establishing management goals and practices for these areas ; and
WHEREAS , NCA designation provides a great degree of certainty in
how these lands will be managed in the future ; and
WHEREAS, NCA designation will allow for the enhancement of the
scenic, recreational , and ecological values of these lands for the benefit of
the citizens of Whatcom County , Washington State , and United States of
America as well as visitors to the region ; and
WHEREAS , designations of these lands will not create restrictions on
current recreational and commercial water uses ;
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County
Council supports the inclusion of Bureau of Land Management lands in
Whatcom County as part of the proposed San Juan Islands National
Conservation Area .
