SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Funding is being sought from the Recreation Conservation Office' s Boating Facilities Program for the Lighthouse Marine Park Dock
Replacement project. The grant application is due on January 11 , 2011 and funding will be awarded in June 2011 .

WHATCOM COUNTY
LIGHTHOUSE MARINE PARK DOCK REPLACEMENT
AUTHORIZING WHATCOM COUNTY' S APPLICATION FOR FUNDING ASSISTANCE FOR A
BOATING FACILITIES PROGRAM (BFP) PROJECT TO THE RECREATION AND CONSERVATION
OFFICE (RCO) AS PROVIDED IN CHAPTER 79A.25 RCW, BOATING FACILITIES PROGRAM AND
SUBSEQUENT LEGISLATIVE ACTION
WHEREAS, Whatcom County has approved a comprehensive plan that includes this project area (Lighthouse
Marine Park) : and
WHEREAS, under the provisions of BFP, state funding assistance is requested to aid in financing the cost of
facility development; and
WHEREAS, Whatcom County considers it in the best public interest to complete this facility development project
described in the application;
NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that:
1 . The County Executive be authorized to make formal application to the Recreation and Conservation
Office for funding assistance;
2. Any fund assistance received be used for implementation of the project referenced above;
3 . Whatcom hereby certifies that its share of project funding is committed and will be derived from Real
Estate Excise Tax II, donations, and other qualifying sources.
4. Whatcom County acknowledges that we are responsible for supporting all non-cash commitments to
this project should they not materialize;
5 . Whatcom County is aware that the grant, if approved, will be paid on a reimbursement basis. This
means we may only request payment after eligible and allowable costs have already been paid and
remitted to our vendors.
6 . Whatcom County acknowledges that any property acquired or facility developed with financial aid
from the Recreation and Conservation Funding Board (RCFB) must be placed in use for the funded
purpose, and be retained in such use in perpetuity unless otherwise provide and agreed to by the County
and RCFB .
7 . This resolution becomes part of a formal application to the Recreation and Conservation Office; and
8 . Whatcom County provided appropriate opportunity for public comment on this application.
