The 2011 Whatcom County Districting Committee met several times between March and July, 2011, to review and discuss recommendations of the Whatcom County Districting Master. On July 13, 2011, the Districting Committee adopted the 2011 Whatcom County Districting Plan and the Plan became effective upon filing with the County Auditor on September 28, 2011. This ordinance amends the Whatcom County Code to adopt new Council District boundary lines to reflect the changes outlined in the adopted Districting Plan. SPONSORED BY: CONSENT PROPOSED BY: CLERK OF THE COUNCIL INTRODUCTION DATE: NOVEMBER 9, 2011 ORDINANCE NO, 2011 -058 AMENDING WHATCOM COUNTY CODE CHAPTER 1.12, COUNCIL DISTRICT BOUNDARIES WHEREAS, every ten years, following receipt of census data from the United States Census Bureau, the Whatcom County Council appoints a five member Districting Committee to draw a districting plan for Whatcom County; and WHEREAS, using the Census Data, the Districting Committee draws a plan that divides the County into three districts that shall comprise, as nearly as possible, one =third of the population of the County; and WHEREAS, beginning Committee convened for the Districts; and WHEREAS, pursuant Committee adopted a District County Auditor on September in May, 2011, the 2011 Whatcom County Districting purpose of reviewing the boundaries of the County Council to Whatcom County Charter Section 4.42, the Districting Plan which became effective upon filing with the Whatcom 29, 2011; and WHEREAS, Whatcom County Code, Chapter 1.12 contains legal descriptions that established Council District boundaries in 2001 and now need to be revised. Brenner Sam Crawford Kathy Kershner Bill Knutzen Tony Larson Ken Mann Carl Weimer At its meeting of July 13, 2011, the Whatcom County Districting Committee voted unanimously to adopt a new Districting Plan for Whatcom County (attached). In the past, the Auditor's Office has taken the lead in preparing the ordinance that formally revises the district boundaries for Whatcom County. Last week I asked the Assessor's Office to prepare legal descriptions for the new boundaries and I am happy to prepare the ordinance if that works best for your office - I know this is a very busy time for you and your staff. If you prefer to have the ordinance originate from the Auditor's Office, that works for me, also. Please let me know at your earliest convenience how you would like to proceed. Rounding this up to 201060 this implies that an equal distribution across the three County Council Districts would assign 67020 people to each district.
