Project Budget Request #2 requests funding from the Jail Improvement Fund:
(1) To appropriate $3,117, 700 to fund jail and juvenile controls replacement and other necessary
improvements from bond proceeds and transfer from Real Estate Excise Tax Fund 1.

ORDINANCE NO. 2011 -031
PROJECT BUDGET NO. 2 OF THE 2011 BUDGET
WHEREAS , Whatcom County has a critical need to replace failing electronic fire alarm and
control systems in the main jail and juvenile detention for the life and safety of those working
and housed in those facilities ; and
WHEREAS , Whatcom County also has a critical need to reinforce structurally altered
openings in the Sheriffs Office and the main jail for the life and safety of those working and
housed in those facilities during an earthquake ; and
WHEREAS , funding for this project is available from Build America Bonds received in 2010
and from re-appropriation of funding for the remainder of the construction management contract
by transfer from Real Estate Excise Tax Fund 1 , and
WHEREAS, Section 6 . 80 of the Whatcom County Home Rule Charter allows for project-
based capital budget appropriation ordinances that lapse when the project has been completed
or abandoned or when no expenditure or encumbrance has been made for three (3) years ,
NOW, THEREFORE , BE IT ORDAINED by the Whatcom County Council that the following
capital budget appropriation is hereby approved :
