Project Budget Request #1 requests funding from the Civic Center Building Improvement Fund:
(1) To appropriate $1,404, 036 to fund Civic Center exterior repairs project from transfer from Public
Utilities Improvement Fund.

ORDINANCE NO. 2011 -030
PROJECT BUDGET NO. 1 OF THE 2011 BUDGET
WHEREAS , Whatcom County needs to mitigate water damage at the Civic Center building
caused by failing windows ; and
WHEREAS , Whatcom County proposes to complete a capital project to replace failed
windows and repair, seal and paint the exterior of the Civic Center building , and
WHEREAS , funding for this project is available by transfer from the Public Utilities
Improvement Fund . Capital Facilities portion , and
WHEREAS , Section 6 . 80 of the Whatcom County Home Rule Charter allows for project-
based capital budget appropriation ordinances that lapse when the project has been completed
or abandoned or when no expenditure or encumbrance has been made for three (3) years ,
NOW, THEREFORE , BE IT ORDAINED by the Whatcom County Council that the following
capital budget appropriation is hereby approved :
