RESOLUTION 2012-041
A RESOLUTION OF THE WHATCOM COUNTY COUNCIL
ACCEPTING THE ADDITION OF A WHATCOM COUNTY CAPITAL PROJECT INTO
THE 2010 WHATCOM COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY
(CEDS)
WHEREAS , the Economic Development Reform Act of 1998 identifies a
Comprehensive Economic Development Strategy (CEDS) as a requirement to apply for
assistance under the Economic Development Administration 's ( EDA) economic
adjustment and public works programs ; and
WHEREAS , certain areas within the County of Whatcom suffer from lack of
infrastructure which continues to impede business retention and expansion and
requires EDA assistance ; and
WHEREAS , A Whatcom County facility is slated for immediate and emergent
repair and will not be included on the CEDS until the list has been updated in 2013 ,
and ;
WHEREAS , the project is identified as , The Nooksack Valley High School Septic
Project. Their current septic system was inspected and deemed a "failure" by the
Whatcom County Health Department on August 7 , 2012 . It was further determined that
use of the system had to stop immediately. The District voters passed a capital
projects levy to provide funding for the new system , however the funds will not be
available until 2014 ; and
WHEREAS , the Economic Development Administration requires that Whatcom
County approve a resolution accepting the addition of projects to the current Greater
Whatcom Comprehensive Economic Development Strategy (CEDS) ; and
WHEREAS , RCW 82 . 14 . 370 requires that projects utilizing rural sales tax
revenue must be contained in the County's overall economic development plan .
NOW THEREFORE , BE IT RESOLVED that the Whatcom County Council
hereby approves the inclusion of the identified project into the current 2010 Greater
Whatcom Comprehensive Economic Development Strategy (CEDS) .
